The text needs to be updated for the current conditions of the site and the <br />projected use of the facilities area needs to be clarified for the next permit term. <br /> <br />14. Exhibits 12-1 and12-2 are referenced throughout this tab and many of the facilities no longer exist and <br />the liability was released or where never built. These structures where removed from the map during <br />TR8. Since these structures are referenced in the permit text, they need to be depicted on these Exhibits <br />or the permit text needs to be revised to account for the removal of these structures. Depending on the <br />response to the item above and the plan for the facilities area for the next permit term, the Division <br />recommends submitting revised Exhibits 12-1 and 12-2 with the load-in and load-out structures <br />currently approved depicted. The current approved Exhibits 12-1 and 12-2 maps that do not depict these <br />structures could become alternate maps depicting the site in its current condition and could be titled <br />Exhibits 12-1a and 12-2a for example and could be included as part of Attachment 12-1 discussed <br />below. <br /> <br />15. Attachment 12-1 needs to be updated to account for the existing facilities area condition. <br /> <br />16. Please revise Table 12-2; Hayden Gulch Loadout Culverts, to account for the culverts that have been <br />removed/proposed. <br /> <br />17. The last sentence of the first paragraph under the “Haulage Roads” section on page 9 of this tab <br />indicates the Tie-Across Haul road is not part of this permit. Please revise this paragraph to remove this <br />discrepancy. <br /> <br />18. Please update the table of contents of this section to account for any changes in the permit text and the <br />submittal of revised exhibits etc. <br /> <br />Tab 13; Hydrologic Monitoring Program: <br /> <br />19. The first paragraph of Page 5 this tab indicates a minimal amount of coal remains in the load-out stacker <br />pile. Given that coal is currently no longer stored at the site, please revise the text accordingly. <br /> <br />20. Upstream surface water monitoring site HGSD1 is not depicted on Exhibit 12-1 and 12-2 as indicated on <br />page 5 of this tab. This monitoring site will need to be added to these exhibits or the permit text needs to <br />be revised to indicate the exhibit the monitoring site is depicted on. <br /> <br />Tab 15; Probable Hydrologic Consequences: <br /> <br /> <br />21. The second paragraph of page 3 of this tab states, “Discharges from sediment ponds 001 and 002 should <br />significantly affect the chemistry of Dry Creek below the loadout…”. The Division believes there is a <br />typographical error in this sentence; the sentence should likely read, “Discharges from sediment ponds <br />001 and 002 should not significantly affect the chemistry of Dry Creek below the loadout.” Please <br />revise this page. <br /> <br />Tab 17; Reclamation Schedule: <br /> <br /> <br />22. Please revise this tab to account for the reclamation work completed and associated with bond release <br />SL1 and the projected reclamation schedule for the remainder of the features at the site as well as any <br />projected land disturbance during the next permit term. <br /> <br /> <br />
