Please submit an updated Attachment 3-4 which contains a copy of the newspaper advertisement <br />concerning the filing of the renewal application and a copy of the proof of publication for the <br />advertisement. <br /> <br />7. Appendix 3-1 consists of a legal description of the permit area. Page 3-1 of the Appendix indicates the <br />approximate area of the “Hayden Gulch Loadout” portion of the site is 176.5 acres. However, page 3- <br />1.1 indicated the area is 175.3 acres. Please clarify this discrepancy and revise the appropriate pages <br />accordingly. <br /> <br />8. Also, in regards to Appendix 3-1 it appears the full legal description of the Tie-Across Haul Road was <br />omitted. Please revise the appendix to include this information. <br /> <br />9. Are there any changes in the surface ownership information? If so, please update Appendix 3-3 and <br />Exhibits 3-1 and 3-1A accordingly. <br /> <br />Tab 7; Hydrology Description: <br /> <br />10. The last paragraph of page 1 of Tab 7 indicated that the Division’s findings in regards to ground water <br />points of compliance determination can be found in Attachment 7-5, however this document is found in <br />Attachemen7-6. Please submit a revised page with the correct attachment cited. <br /> <br />Tab 9; Soil Resources: <br /> <br /> <br />11. According to Page 2 of Tab 9, the soil properties, profile descriptions and soil laboratory data for the soil <br />series found on the Tie-Across Haul Road (TAHR) are located in Appendix 9-2, 9-3 and 9-4 of Tab 9 of <br />the Seneca II-W permit (No. C-1982-057). The information and data from these Appendices of the <br />Seneca II-W permit for the soil units found on the Tie-Across Haul Road need to be included in the <br />Hayden Gulch Loadout permit. Please submit this information in an organized manner properly <br />paginated to be included in the Hayden Gulch Loadout permit. <br /> <br />Tab 11; Fish and Wildlife Resources: <br /> <br />12. Please update the threatened and endangered species section of Tab 11 as well as the associated <br />attachments and discuss potential impacts to current state and federal threatened and endangered plant <br />and animal species lists. The federal and state listed species of concern may have changed over the last <br />permit term.
