On Table 19-3; Suitable Soil Salvage, Storage, and Replacement, the notes section item no. 1 indicates <br />that soil map units are identified on Exhibits 19-1 and 19-2. However, this information is found on <br />Exhibits 9-1 and 9-2. Please revise this page. <br /> <br />24. Also, on Table 19-3, the notes section indicates only 4 inches of topsoil are available to be replaced on <br />the facilities area. Based on the topsoil evaluation submitted in Tab 9 and the subsequent text in Tab 19, <br />approximately 6 to 9 inches (See page 9 of Tab 19) of topsoil is available for this area. Please revise this <br />table accordingly. <br /> <br />Tab 20; Revegetation Plan: <br /> <br /> <br />25. Exhibit 20-2; Post Disturbance Vegetation – Haul Road Corridor, indicates three different areas <br />designated to be seeded with a specified seed mixture. These seed mixes are designated as Cropland, <br />Seed Mix No. 3 (Rangeland Mix) and Seed mix No. 5 (TAHR, Greasewood, Meadow and Lowland <br />Areas). It is unclear which seedmixture corresponds to the Cropland vegetation area designated. Please <br />revise this exhibit and the appropriate permit text so it is clear which seed mixture will be used to <br />reclaim this area. <br /> <br />26. The permit text identifies four reference areas to be used in the process to determine revegetation <br />success; Improved Pasture, Rangeland, Meadow and Dryland Pasture. It is unclear which reference area <br />will be used as a comparison area for each of the three revegetated areas designated for the Tie-Across <br />Haul Road. Please revise Exhibit 20-2 and the appropriate permit text to clarify this issue. <br /> <br />27. It is unclear which rangeland areas depicted on Exhibits 20-1 and 20-2 are considered “upland” and <br />“lowland” rangeland areas. Please revise these exhibits and the appropriate permit text to clarify this <br />issue. <br /> <br />Tab 21; Fish and Wildlife: <br /> <br />28. Please update this section if necessary based on the findings and response for Item 12 for Tab 11. <br /> <br />Tab 23; Bonding: <br /> <br /> <br />29. Please update this section to account for the plans for the next permit term and the reclamation that has <br />occurred to date associated with bond release SL1. <br /> <br />30. Information used to determine the bond amount for the reclamation of the Tie-Across Haul Road is not <br />included currently in this tab. Please include this information. <br /> <br />31. The Division has conducted a reclamation cost estimate that reflects costs the Division would incur in <br />the event of permit revocation on bond forfeiture and the Division had to reclaim the site. This estimate <br />may change depending on several of the responses to the adequacy review. The Division estimates the <br />liability amount to be $1,142,203.34. The Division currently holds two financial warranties for this site <br />totaling $1,203,940.32. The Division’s current estimate is $61,736.98 less than the bond currently held. <br />The reclamation cost estimate is enclosed for your review. <br /> <br /> <br /> <br />
