Breaking every rule and regulation there is and <br />trying to find an illegal way around documenting our property as so- called re- mapping <br />procedure that is totally against the rules and regulations and the ACT. Our soils were <br />Barx 2 E soils and these soils have been documented for years many years, and no <br />hired gun is going to come in here 10 years later and 'ASSUME' AND WE BELIEVE' <br />this is how it was. You may also be receiving some kind of suit from other sources <br />stating that the CCC ditch is "INEFFICIENT' and it takes 70 SHARES of water to do 22 <br />acres. And all the corrections that you can conceive to try and make this permit revision <br />better, will not change the fact that it is illegal. Please send me a copy of all the <br />Colorado State rules and regulations and the part of the ACT that allows you to do this, <br />because it obviously not part of the ones that I have. I want those immediately. The <br />State needs to read their job descriptions and why you even have a job because <br />allowing this totally ridiculous revision also violated all your requirements. <br />Dear OSM: This is a formal complaint against the State for not enforcing the rules and <br />regulations that we have had to follow all proper procedure on from filing objections, to <br />informal hearings, to administrative review, to formal hearing, to District court for judicial <br />review. I would like to be informed of all and any proper procedures required by OSM. I <br />would also like to have the names of the highest up people in both State and OSM and <br />their emails. The Judge has not even ruled on Pr -06 which it has been over 2 years and <br />we haven't even been heard. All the things required were abided by. The State needed <br />to banish this revision immediately because it went in the backdoor and overturned a <br />Board decision without having to appeal a decision and without anything. This is totally <br />illegal, not only against State statues and Federal Law, but it also is against the <br />Colorado Statutes. We need the proper paper work to come to you and the procedures <br />we need to follow to file complaints and charges against the State for violations of these <br />rules and regulations. Our property has all been mined and the backfilling is almost <br />complete and our property will be put back as good as it was with irrigation that is not <br />labor intensive like they state. They even changed this in pr -07, to worse, not better. <br />The took the original Pr -06 permit revision and copied it word for word.This is a <br />complaint that the State is allowing a revision that is illegal, that doesn't comply with <br />rules and regulations, that allow Board decisions to be reversed to a worse case <br />scenerio, that DICTATES a step by step procedure of irrigating, and by the way water <br />doesnt run up hill and they left out the hours and hours and hours of shoveling required <br />for their ideas, they also try and irrigate in 24 hour sets which isn't possible with alfalfa, <br />alfalfa drowns and once it's dead, it's dead. They have us with some other type of <br />balers, lack of knowledge, I suppose, they have us with wrong equipment types, they <br />have us with wrong soils, they have us with an "INEFFICIENT" irrigation system <br />claiming the CCC ditch is not adequate, they have us with Quotes and reports from Mr. <br />Morgan and SCS that are very much lies, they have us with a harrow can help level, <br />what a lie, they have us with ROCKS as riot being critical in our farming and with a <br />ripper going 18 inches and our ripper goes 30 inches, but they didn't give us back <br />enough topsoil to do that, and this is the most ridiculous put together revision violating <br />every rules and regulation in the entire program, and WE ARE NOT GOING TO <br />ACCEPT THIS AND WE ARE NOT GOING TO ALLOW THIS TO HAPPENIiIII!III <br />AND WE ARE DEMANDING AT ALLTTHAT IS ANY AND A L L HAVEN'T <br />BEEN IN THIS REVISION <br />26 !Page <br />
