Regulatory <br />All work described above would be conducted in accordance with MSHA regulations and <br />all federal, state and local regulatory requirements to ensure the health and safety of <br />workers and protection of the environment. <br />Environmental and Safety Considerations <br />The Red Point Mine lies approximately Vs mile from No Name Creek and 1/4 mile from <br />the headwaters of Clear Creek. None of the activities described in this application would <br />be conducted in proximity to these Creeks and no impact to surface water is expected as a <br />result of this proposal. Likewise, none of the proposed activities would penetrate any <br />groundwater aquifer or have any impact to groundwater resources. The mine <br />stabilization activities proposed in this application would constitute only minor <br />construction and would be conducted on previously disturbed areas of a steep shale cliff <br />that is by its nature largely devoid of productive soil and/or vegetation. No new land <br />disturbance would occur as a result of this proposal. No adverse environmental impacts <br />are expected to occur as a result of this proposal. <br />Exterior rock scaling would remove loose rocks from the cliff face, which may result in <br />rocks falling onto the road below. This work would be conducted in a safe and <br />controlled manner by experts trained and experienced in exterior mine stabilization and <br />all necessary protections would be implemented to ensure the safety of workers and to <br />prevent equipment damage. Prior to conducting this work, the access road would be <br />closed to travel and the surrounding area would be secured. No personnel would be <br />allowed in the area until stabilization was complete and the area was cleared of rock and <br />debris. All rock would be cleared from the area and deposited at existing rock and debris <br />piles accumulated over the years by natural slide activity and rockfall. <br />A Mine Escape and Evacuation Plan, as required by 30 CFR 57.11053 would be provided <br />to all workers, and workers would be trained in evacuation procedures prior to <br />conducting any underground work. The Red Point Mine Escape and Evacuation Plan is <br />attached. <br />Reclamation <br />Upon completion of the activities described above, the generator, air compressor, water <br />and fuel tanks, construction equipment, and other temporary facilities and/or equipment <br />would be removed from the site. All trash and debris would be trucked to an approved <br />waste disposal site. All mine improvements, including rock barrier, rock mesh drapery, <br />fan and electrical conduit, would remain onsite in anticipation of future research activities <br />and the mine would be secured to prevent unauthorized entry. <br />
