Topsoil Stockpile
Some topsoil from the Pit 1 mining will be stockpiled and used from reclamation when mining
has been completed from Pit 3. Other topsoil that is removed can be used to construct the outer
berm. Topsoil is removed from later mining phases will be used for reclamation of earlier
mining areas, stockpiled as needed, or sold to the public.
Overburden Stockpile
Some overburden from Pit 1 will be stockpiled near the southeast corner of the site to provide
material for reclamation of Pit 3. However, once enough of Pit 1 has been mined out to start
reclamation (after each phase), excess overburden may be used to create a portion of the
reclamation options discussed for the individual pits (milder slopes, bank extensions, elevating
lake floors, etc.).
5. Schedule of Operations
Contract awards will determine the amount of activity at the site. Although mining operations
are dictated by demand, the maximum rates as set forth in the mining plan will not be exceeded.
Mining, screening, processing, and product sales will take place year round, but reduced
production may occur during the winter. Mining, processing, and trucking will be scheduled
from 6:00 A.M. to 7:00 P.M., Monday through Saturday, at maximum scheduling. However,
many periods will see much less activity.
6. Mesa County Impacts and Environmental Impacts
This site is currently zoned under four different zoning designations but will be combined under
one PUD allowing gravel extraction from this property. Surrounding land use includes
residential to the north and west, with gravel mining, sewage treatment, and the Colorado River
to the south and east. A public school (Rocky Mountain Elementary School) is located to the
north, across D %2 Road. Larger setbacks are proposed along this area to increase the distance of
mining activities from the school. A landscape buffer is proposed in these areas to further
decrease the impact along the corridor. For the purposes of this DRMS permit, the site will be
reclaimed to rangeland and wildlife habitat.
Otter Creek Pit December 12 D -12
