3. Mine Facilities and Operation <br />The facilities for this mine site will be portable, allowing them to be moved from pit to pit. This <br />facility will consist of a crushing/screening plant, wash plant, portable asphalt plant, portable <br />truck scale, portable pumping equipment, scales, and house /office trailer. Mobile equipment will <br />consist of dozers, front end loaders, pit trucks for hauling topsoil and overburden and off site <br />trucks for hauling products off site. A water truck will also be used to water dust sensitive areas. <br />The portable facilities will be placed on yet to be mined areas, or in the mined pits. The portable <br />crushing and screening plants will be located in each mining pit. Only minor fuel storage is <br />anticipated on site for refueling mining operations equipment. A 500 gallon steel tank located in <br />a stock tank secondary containment is planned to be located immediately east of the sediment <br />pond, at ground level, which is outside the 100 year floodplain of the area. An SPCC Plan will be <br />filed for the site, if required. Tank inspections and ground inspections will occur daily on the <br />site. Should fuel or asphaltic material be encountered, the receiving gravel material will be <br />recycled through the asphalt plant. In addition, the Colorado Department of Public Health and <br />the Environment (CDPHE) will be notified in case of any spills over 25 gallons or a total of 40 <br />gallons over the period of one year on site. Portable mining equipment such as loaders, dozers, <br />trucks and excavators will be serviced on an as- needed basis from portable service trucks making <br />short visits to the site. Upon reclamation, all equipment will be removed from the site. <br />Electrical power is available from an overhead line along D1/2 Road. This may be used to power <br />the pit dewatering pump. A high - voltage overhead transmission line exists along the south side <br />of the site. These lines are operated by Xcel Energy Company. Mining setbacks for the areas <br />around the transmission line poles are detailed on the drawings. <br />Given that the site is near a residential area, a berm will provide a visual barrier for the adjacent <br />roadways and residents to the north and west of the pit. Outside of this berm there will be a new <br />6' chain -link fence around the operation in areas where no fence currently exists. This fence will <br />Otter Creek Pit December 12 D -9 <br />
