December 11, 2012 C-1981-014/Southfield Mine JHB <br /> GENERAL MINE PLAN COMPLANCE: <br /> Several items have been noted that require maintenance: <br /> Gully repair on northern extent of EFCI's portion of the Monarch Fan road, <br /> Mitigation of rills on slope north of the gravel parking area at the reclaimed portal. <br /> Rill mitigation on the NW corner of the Truck tunnel, <br /> Rill mitigation on the backfilled Monarch Fan slope. <br /> Rehabilitation of MWNW. <br /> Repair and clean out is needed to Loadout pond L1 primary spillway. <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11❑ Drainage Control; Surface <br /> Stabilization; Placement: <br /> The South and East sides of RDA are fine,no rill formation was observed. The West and North sides of <br /> RDA are fine.No problems were observed with the permanent ditch around the RDA. Vegetative cover on the <br /> west and north portions of the RDA is good. <br /> ROADS—Rule 4.0311 Construction 4.03.l(3)/4.03.2(3)❑ Drainage 4.03.l(4)/4.03.2(4)11 Surfacing and <br /> Maintenance4.03.1(5) and(6)/4.03.2(5) and (6)❑ Reclamation 4.03.1(7)/4.03.2(7): <br /> The County road and access roads throughout the reclaimed mine were snow covered. There were no <br /> other vehicle tracks leading into or out of the mine site. Mr. Carroll indicated that it had snowed over the weekend <br /> (12/9/12), <br /> Due to the snow cover,the inspector did not attempt to drive to the Monarch fan. EFCI has not provided evidence <br /> that the gully forming on the lower(northernmost)portion of the monarch fan access road has been repaired yet. <br /> RDA access road,north and south portions remain in good condition. No problems were encountered on these <br /> two portions of roadway. Waterbars cut into the access road and the Southern portion of Fremont county road 92 <br /> appear to be functioning well to guide runoff into roadside ditches and minimizing potential rutting of the <br /> roadway. <br /> REVEGETATION—Rule 4.15❑ Vegetative Cover; Timing: <br /> Vegetation throughout mine is dry and dormant for the winter months. The RDA does not show evidence <br /> of rill or gully formation. Vegetation throughout the reclaimed mine site and load out appear stable. <br /> SUBSIDENCE—Rule 4.20: <br /> Previously reported subsidence holes in the NE 1/4 Section 25,T20S, R70W,have been repaired; <br /> backfilled,graded, seeded and mulched. No new features have been reported. <br /> A subsidence survey needs to be conducted before the conclusion of 2012.
