December 11, 2012 C-1981-014/Southfield Mine JHB
Rills on slope north of gravel parking area still need attention. Rills on slopes on the north side of Access
road appear to be within the disturbance area boundary. Stabilization of the rilled portions may reduce the
sediment reporting to Pond 5 from the road side ditch.
OFFSITE SUPPORT FACILIITES -Rule 4.04, 4.28:
A red and white truck was parked at the turn-off to load out. This vehicle left when the inspector parked.
Both gates were open. Thin snow covered the loadout area. No vehicle or human tracks were present in the recent
snow on either east or west side of the load out . There were several sets of dog or coyote tracks along the east
side of the load out. The primary spillway at Pond L1 has not been cleaned out or repaired yet. A deer carcass was
noted on the east loadout. Train cars were being stored on both east and west sides of the load out..
The culvert under the tracks on the west loadout is crushed at the outlet. Consultation with Drawing 13: Load out
surface and groundwater hydrology, finds this culvert to be listed as a Fremont County Road culvert and not the
responsibility of EFCI.
DOCUMENTS RECEIVED
OTHER(SPECIFY)
Number of Partial Inspection this Fiscal Year: 4
Number of Complete Inspections this Fiscal Year: 2
Page 4 of 8
