Compliance With Mine Plan R - Support Facilities Not On-site <br /> NA -Other NA - Special Categories Of Mining <br /> R -Processing Waste Y -Topsoil <br /> COMMENTS <br /> The weather was sunny,windy and the area had recently had a thin covering of(2 31 inches) of snow a day or two <br /> prior to the inspection.Vehicle tracks were observed on Fremont County Road No. 92 that turned around north of <br /> the locked green gate. There were no recent vehicle or human tracks in snow south of gate. <br /> AVAILABILITY OF RECORDS—Rule 5.02.4(1): <br /> The inspector met Gary Carroll at the Energy Fuels Coal, Inc. office in Florence to review the mine <br /> records. Mr. Carroll represented EFCI during this inspection. Mr. Carroll did not accompany the inspector to the <br /> mine site. <br /> Records were mostly up to date. EFCI had collected Ground water samples on November 28, 2012,but analysis <br /> results were not yet available. The November 2012 DRMS inspection report needs to be placed in the file. <br /> FISH and WILDLIFE—Rule 4.18: <br /> Although no elk or deer were observed on the mine site,there were signs of a considerable number of <br /> animals browsing and crossing the portal area. Many animal tracks were noted in the snow. <br /> HYDROLOGIC BALANCE -Rule 4.05 E Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, <br /> 4.05.6; Discharge Structures 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2, Ground Water <br /> Monitoring 4.05.13; Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; <br /> Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> Pond 5 was snow covered with a thin covering of snow. There was no pool of water or ice. Pond 4 was <br /> holding a small frozen puddle several inches deep. 2-3 inches of snow covered the pond. <br /> The surface casing and cap at NWMW were fine. The inspector did not locate the landowner, Dr. Corley,well <br /> 117459 -due to fading light, snow cover, and gusty winds.
