November 20, 2012 C-1981-014/Southfield Mine JHB <br /> Observations of the proposed reference area finds that there is a mix between oak-brush, mountain mahogany, <br /> juniper and pinyon pine as the visually dominant species. As observed throughout the region there is some juniper <br /> and pinyon pine die-off within the proposed reference area. This die off of evergreen species is observed in the <br /> approved ponderosa-pinyon-Juniper reference area as well. This die off is believed to be a result of several years <br /> of droughty conditions in the region. <br /> The slope west of the gravel parking area at the portal area is showing evidence of rill formation. EFCI needs to <br /> stabilize this slope. <br /> The substation located south of the Thompson ranch house has not been reclaimed. This structure is required to be <br /> reclaimed in accordance with the reclamation plan. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> Carin Corley&Darrel Mergen were collecting vegetation data on the Corley property at the reclaimed portal. <br /> Carin explained they have collected 10 samples same locations every year for vegetative cover. <br /> Vegetative cover at the reclaimed portal area remains good and appears to be healthy in spite of the droughty <br /> conditions early in the growing season in 2012. Vegetative cover on the north, west, east and top of the RDA <br /> continues to do well. Due to the dry early season conditions vegetative cover on the south side of the RDA is <br /> thinner than observed in previous years. However,the south slope of the RDA is not exhibiting excessive erosion <br /> or gully formation. The south slope of the RDA is currently stable. <br /> The Monarch fan site is mostly well vegetated. The backfilled portal is exhibiting fair vegetative cover and is <br /> showing evidence of sediment movement off the reclaimed slope. Stabilization of the backfilled portal slope may <br /> be necessary to retard rilling of the slope. (photo) <br /> EFCI has completed seeding and mulching of the subsidence hole repairs located adjacent to Newlin Creek and <br /> south of the Thompson Ranch driveway. <br /> SUBSIDENCE—Rule 4.20: <br /> The subsidence repairs have been completed. All 6 holes have been backfilled, compacted,topsoiled, seeded and <br /> mulched with wood chips. The contractor had cleaned up the area and had not left any trash or ungraded piles of <br /> dirt or other material. There was fresh bear scat in the repair area. <br /> The repair work on these previously identified subsidence holes is acceptable. Disturbance area markers need to <br /> be placed in the subsidence repair area defining the extent of EFCI's disturbance. <br /> EFCI needs to conduct subsidence monitoring in accordance with the approved mine plan before the end of the <br /> year. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 4 of 10 <br />
