November 20, 2012 C-1981-014/Southfield Mine JHB <br /> SUPPORT FACILITIES -Rule 4.04: <br /> The reclaimed Monarch fan area was inspected. Some old cables and timbers remain. Mapping of the location of <br /> the debris shows that the debris do not coincide with notations on the map identifying these cables and timbers as <br /> historic. These appear to fall within EFCI's disturbance area. Mining waste needs to be removed or adequately <br /> buried in accordance with the mine plan. <br /> The backfilled portal slope at the fan location is exhibiting sediment movement. This slope needs stabilization. <br /> SIGNS AND MARKERS —Rule 4.02: <br /> The Division collected GPS coordinates at surface disturbance markers along the west side of Fremont County <br /> Road 92. These markers coincide with map locations of the disturbance area boundary. <br /> Boundary makers along the Access road to the Monarch fan are in place and appropriately define the surface <br /> disturbance. Markers at the fan site are in place and correspond with the disturbance boundary shown on Map 33. <br /> Permit boundary markers at the northern limit of the monarch access road show that the gully previously noted by <br /> the Division draining to the north is within the Southfield mine permit. As stated previously, EFCI needs to repair <br /> this gully and direct runoff from the road so that this gully doesn't continue to enlarge. <br /> A landowner has previously expressed concern over the faded mine sign located at the intersection of County <br /> roads 15 and 92.
