November 20, 2012 C-1981-014/Southfield Mine JHB <br /> A shallow puddle of water was held at the north end of Pond 5. Neither of the ponds showed any sign of having <br /> discharged. Ditches throughout the site were dry. <br /> There is a borehole located south of the RDA. A metal bucket has been placed over a PVC casing of this <br /> borehole. The location of this hole appears to correspond with the Manly Mine borehole as shown on Map 12. <br /> The Manley Mine was a historic mine located in the NW 1/4 of Section 30, T69W R20S. <br /> GENERAL MINE PLAN COMPLANCE: <br /> Several maintenance items have been identified in this inspection report. Proof of rehabilitation of MW-NW <br /> needs to be submitted to the Division, <br /> PROCESSING WASTE/COAL MINE WASTE PILES—Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> See discussion in the "Revegetation" section of this report for specific discussion regarding vegetation on the <br /> RDA. <br /> ROADS —Rule 4.03 Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5)and(6) <br /> Reclamation 4.03.1(7)/4.03.2(7): <br /> A sediment fan south of the green gate has dried. Vehicle traffic is able to drive over this sediment fan. This <br /> sediment fan and gate are outside of the permit area boundary. Much of the sediment appears to be coming from <br /> an area west of the county road and north of the Southfield disturbance area boundary. <br /> The county road south(within)the Southfield permit area continues to be in good condition. Water bars cut into <br /> the road surface continue to direct runoff off the road and into the roadside ditches. <br /> The Monarch fan access road still has a gully head cutting into the base of the road immediately south of the <br /> permit boundary(within the permit) (photos). There are localized portions of the Monarch fan access road that <br /> have limited rutting and erosion from previous precipitation events (photo). EFCI needs to maintain the access <br /> road until the reclaimed fan achieves final bond release. Maintenance of the road and repair of the gully are <br /> needed. <br /> RECLAMATION SUCCESS -Rule 4.15, Rule 3: <br /> A gully is starting to form on NW corner of truck tunnel. This feature was previously identified and brought to <br /> EFCI's attention. (Photos). This feature needs repair. Sediment from this slope is deposited at the west end of the <br /> truck tunnel. This area reports to Pond 5. <br /> The proposed pinyon juniper reference area has not been delineated on the ground. The inspector attempted to <br /> follow the outline of the proposed reference area using a GPS. The inspector followed the edge of the pinyon- <br /> juniper area approximating the proposed reference area but found that a previously disturbed swath runs through <br /> the area on the southern portion of the proposed area(Photo). The inspector followed the edge of the proposed <br /> area along the western edge until a barbed-wire fence was encountered on the north side. <br /> Number of Partial Inspection this Fiscal Year: 4 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 3 of 10 <br />
