November 26, 2012 C-1981-035/King Coal Mine MLT <br /> FISH and WILDLIFE—Rule 4.18: <br /> • No wildlife was sighted during the inspection, but deer tracks were plentiful throughout both <br /> areas, and we saw a set of mountain lion tracks at the top of the outer slope of the waste pile. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures <br /> 4.05.7, 4.05.10; Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; <br /> Surface Water Monitoring 4.05.13; Drainage—Acid and Toxic Materials 4.05.8; Impoundments <br /> 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> King I Mine <br /> • The west and east sediment ponds were mucked out in September of this year. At the time of <br /> the inspection, the west pond was dry, and the east pond held only a puddle of water. Pond <br /> slopes appeared to stable. <br /> • At the east pond, the outlet end of the connecting pipe from the west pond had been repaired <br /> with a larger-diameter segment of pipe, and extended beyond the pond slope. <br /> • We observed some routine maintenance will be required on culvert inlets and outlets at the <br /> site. <br /> • Silt fencing at the SAE on the entrance road was checked and found to be in good condition. <br /> A line of sediment was visible on the fabric, in evidence that the silt fencing is fulfilling its <br /> intended purpose (Photo 4). <br /> King II Mine <br /> • We walked the length of both Clearwater diversion ditches, and found them to be well <br /> maintained and clear of debris. <br /> • Collection ditches and culverts within the disturbed area were mostly clear; routine <br /> maintenance was required in a few places where a rock had been dislodged into the ditch. <br /> • The mine has been using wattles in the roadside ditches to slow the flow and help sediment <br /> to settle out. We noted a spot where the wattles might not be necessary, due to the flat <br /> gradient of the ditch, and other spots where sediment should be cleaned from behind the <br /> wattles and the wattles adjusted more snugly to the ditch shape. <br /> • The sediment pond was not holding any water, but sediment on the pond floor appeared to be <br /> saturated. <br /> • We reevaluated the drainage on the belt portal bench, beneath the belt tower, and discussed <br /> possible improvements that can be made at that location. <br /> GENERAL MINE PLAN COMPLANCE: <br /> • Tom Bird said that coal mining activities are presently located within the OSM-permitted <br /> portion of the King II Mine. <br /> • Mr. Bird also said that for the DRMS permit area, coal has been previously extracted from a <br /> small portion of the State Land Board parcel (Section 36), and that no mining has yet taken <br /> place on the BLM parcel in Section 35. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 Page 3 of 9 <br />
