November 26, 2012 C-1981-035/King Coal Mine MLT <br /> OTHER(SPECIFY): <br /> • GCC is moving forward with the La Plata County Land Use process, triggered by a proposed <br /> modification to the mine's Coal lease with the BLM. <br /> SUPPORT FACILITIES -Rule 4.04: <br /> • Work continues on completing the foundation for the new office/bath house building at King <br /> 11. GCC would like to construct the entire building now, but the County is withholding the <br /> building permit pending issuance of the Special Use Permit. Employees will continue to use <br /> the bath house at King I. <br /> • An additional office trailer has been recently installed at the site, at the southwest corner of <br /> existing cluster of trailers. The "zircon" storage container that had occupied that spot was <br /> relocated to the west side of the other storage containers. <br /> • Petroleum products at King II were stored in the three-sided storage shed, with proper <br /> secondary containment. Stored items included fuel tanks, various 55-gallon drums, and <br /> miscellaneous engine and equipment parts. <br /> • A shipment of potable water was being off-loaded from a tanker truck at the pump house, <br /> and pumped to the storage tank located above the facility. <br /> SIGNS AND MARKERS —Rule 4.02: <br /> • A mine identification sign was posted at the entrance to the King 11 facilities on County Road <br /> 120. The operator and permit information shown on this sign agrees with the information <br /> provided in the permit(Photo 5). <br /> • Surface disturbance markers were placed at regular intervals around the King I and King 11 <br /> surface facilities. <br /> TOPSOIL—Rule 4.06 <br /> Removal 4.06.2; Substitute Materials 4.06.4(4); Storage and Protection 4.06.3; Redistribution <br /> 4.06.4: <br /> King II <br /> • Reclamation requirements for the Coal Mine Waste Pile are detailed in Section 2.05.4 of the <br /> permit. A thickness of 3.5 feet of"fill material" will cover the CMW, and 6 inches of"plant <br /> growth medium" will be placed on top of the fill material. During the inspection, Mr. <br /> Wymore pointed out some material (colluvium)that was salvaged from the southern hillside <br /> and has been stockpiled upstream (east) of the pile for use in reclaiming the structure (Photo <br /> 6). As construction of the pile proceeds, the plant growth medium and fill material must <br /> continue to be stockpiled separately, with each pile being signed accordingly. <br /> King II <br /> • The large topsoil stockpile at King 11 is reasonably well vegetated and stable with respect to <br /> erosion. <br /> • The berm surrounding the stockpile was intact, preventing the loss of any of the topsoil <br /> resource. <br /> Number of Partial Inspection this Fiscal Year: 3 <br /> Number of Complete Inspections this Fiscal Year: 2 Page 4 of 9 <br />
