The inspection began with a records check; the field <br /> portion included tours on foot of the King I and King 11 Surface Facilities. The operator was <br /> represented during the inspection by Wade Wymore. Skies were clear and the temperatures were <br /> mild. <br /> AVAILABILITY OF RECORDS —Rule 5.02.4(1): <br /> • Permitting records were available for inspection in Tom Bird's office at the King II facility. <br /> A completed DRMS Availability of Records Form is attached to this report. <br /> EXCESS SPOIL and DEVELOPMENT WASTE—Rule 4.09 <br /> Placement; Drainage Control; Surface Stabilization: <br /> • At the King I site, Coal Mine Waste (CMW)that had been placed against the portal highwall <br /> a year ago was being removed and replaced on the permitted CMW disposal area (waste <br /> pile). A track-mounted excavator was situated on the bench, loading the material into a pair <br /> of tandem-axle trucks (Photos 1 and 2). The trucks then transported the CMW to the top of <br /> the pile, where it was dumped. Mr. Wymore said the work is scheduled to be completed no <br /> later than Friday, November 30, 2012, which is the date that abatement of CV-2012-003 is <br /> due. <br /> • General details regarding the Waste Pile are provided in Sections 2.05.3 and 2.05.4 of the <br /> permit; specific details addressing design and construction of the pile are located in <br /> Appendix 10(1). Much of the CMW that has been recently hauled to the Waste Pile was <br /> already compacted, in 12" to 18" lifts as required by the permit. A number of dumped loads <br /> were still in-place, waiting to be spread out across the surface of the pile (Photo 3). <br /> • Surface drainage on the pile appeared to be being maintained throughout the construction <br /> project.
