Dragline Deadhead Route —This area was also regraded in 2007. Disturbance along the <br />westward section was limited to minor grading in advance of the dragline without topsoil <br />removal. These areas were then regraded and seeded. The topography in this section of the <br />route is consistent with the premining topography. The southward section of the route involved <br />topsoil removal and temporary lowering of the grade by approximately 10'. This area was then <br />regraded, topsoil was replaced and the area seeded. At the request of the landowner, a low -water <br />crossing was constructed across the drainage where a two track ranch road crosses the <br />reconstructed drainage. The reconstructed channel is slightly less sinuous than the original <br />drainage, but consistent with the approved postmining topography as shown on Exhibit 20 -2 of <br />the approved permit application package. The regraded channel was stable with no erosive <br />features. Disturbance on the eastward section of the route was also limited to minor grading <br />without topsoil removal. The area was then regraded and seeded. This section also blends with <br />the pre- disturbance topography and no problem areas were observed. There were small gullies <br />observed along the eastward route near the turn from south to east, but vegetation was <br />reestablished in the gullies suggesting that they were not actively eroding at this time. <br />Light Use Road LU -1 —LU -1 was permitted as a light use road providing access to Pond 010 <br />and approved for permanent retention as originally constructed. The alignment of the <br />constructed road is consistent with the approved configuration in Exhibit 20 -2, and no problems <br />were observed. <br />Pond 010 — This pond has been permitted as a permanent pond in its current configuration, thus <br />requiring no backfilling or regrading. The pond embankment is keyed into the Armand Draw <br />drainage and the transition from the embankment to the undisturbed slopes is consistent with the <br />approved post- mining topography as depicted on Exhibit 20 -2. At the time of the August 8, <br />2012 inspection, the pond was holding water that was discharging through the primary spillway, <br />and the embankment was stable and well vegetated. <br />Light Use Road LU -2 —LU -2 was reduced from a haul road (Haul Road B) to a light use road in <br />2007. The current alignment is consistent with Exhibit 20 -2, and no problems were observed. <br />This road extends from LU -3A to the 2.7 acre shrub plot that was established in 2007. <br />YPM -13 — This drainage was not evaluated during the August 8, 2012 bond release inspection. <br />The drainage was reconstructed in the fall of 2011, and three new surge structures were added to <br />the drainage. This drainage had been observed to be erosionally unstable since its initial <br />construction in 2000. Given the history of instability and since the area had been reconstructed <br />less than one year encompassing an exceptionally dry winter, the Division determined that this <br />area should be observed for a longer period before determining that drainage had been <br />successfully reestablished. <br />Page 9 of 27 <br />Yoast Mine SL -4 <br />
