Topsoil Stockpiles A, C, and I —All of the topsoil has been removed from Stockpile I and the <br />area graded to approximate original contour. There is still topsoil remaining in Topsoil <br />Stockpiles A and C. This topsoil was not needed for reclamation of Pond 010 and the permanent <br />portions of LU -3A. The topography of the existing stockpiles is consistent with the approved <br />post- mining topography as shown on Exhibit 20 -2. <br />Dragline Assembly/Disassembly Pad — the dragline pad was regraded in 2004 and minor <br />grading /gully repairs were done in 2010. This area blends well with the surrounding undisturbed <br />areas, and is consistent with the approved postmining topography in Exhibit 20 -2. There is a <br />small slump, approximately 25' long, on the north end of the dragline pad that developed in the <br />spring of 2011. This slump appears to be a settling crack, and has remained stable since the <br />initial movement. The size, location and position of the scarp on the slope are such that any <br />additional movement would not likely result in a massive failure of the slope. <br />Drainage Channel YPM -20 — During the inspection, the Division confirmed that YPM -20 is <br />located in the Neck Pit slide area, within Shrub Plot SP07 -1. YPM -20 was therefore not <br />evaluated for Phase I bond release eligibility because it is located within the larger landslide <br />body, and the Division has previously determined that this area should be monitored for stability <br />for at least one more year before any Phase I bond release request would be considered. <br />Drainage Channel YPM -8 - YPM -8 was in excellent condition, with no evidence of recent <br />erosion or instability. The lower, steeper section of the channel on the east side of LU -3A was <br />measured at 16.7 %, consistent with the approved design in Exhibit 20 -2B. <br />YPM -8 Watershed - The watershed area draining to YPM -8 was stable and consistent with the <br />topography in approved Exhibit 20 -2. <br />Light Use Road LU -3A —This road was downsized from a haul road (Haul Road B and Haul <br />Road B Extension) to a permanent light use road. The width of the road was 20'6" at Culvert <br />YB -2, (near the transition from the Yoast Access Road) and 16' at the YPM -8 crossing. Near <br />Shrub Plot 2006 -3 it was 11' wide, and 10'8" wide at its termination near the well cluster above <br />Pond 013. The approved design (Figure 13 -6) for light use roads indicates a minimum width of <br />12' (as appropriate for equipment utilizing the road); Exhibit 20 -3 shows a typical average width <br />of 12'. While the average measured width was wider than the average indicated in the permit <br />application package, given the steep grade (averaging 8 %) and steep natural drainage outslopes, <br />the width of the road is appropriate for its intended use. The road surface was in good condition. <br />Ditches and culverts were functional. <br />Light Use Road LU -3B —This road was measured at 13' wide at ST -1 and 13' wide above <br />YPM -19.
