13 -6) for light use roads indicates a minimum width of 12' (as appropriate for equipment <br />utilizing the road); Exhibit 20 -3 shows a typical average width of 12'. The road surface was in <br />good condition, and water bars were functioning well. No problems with drainage were <br />observed. <br />Stock Tank ST -1 - This impoundment has been permitted as a permanent feature in its current <br />configuration, thus requiring no backfilling or regrading. The structure is keyed in between <br />drainage channels YPM -1 -1 and YPM -1 -2, consistent with the approved post- mining topography <br />as depicted on Exhibit 20 -2, and the spillway is stabilized with rip rap lining. The embankment <br />and spillway are in the LU -3B road corridor, with a low water crossing through the rip rap <br />spillway. During the August 8, 2012 inspection the stock tank was holding water and the <br />embankment /road outslope was stable and vegetated. <br />Structural Demolition — The diesel tanks and explosives magazines have been removed from <br />the site. The substation, approved for permanent retention, was also removed from the site. <br />Remaining structures include culverts, fencing, and powerlines, which have all been approved <br />for permanent retention. <br />Summary and Conclusions <br />Based upon a review of the mine permit, the applicant's bond release application, and site <br />inspections, the Division finds that Seneca Coal Company, LLC has completed backfilling, grading <br />and drainage reestablishment on the Yoast Access Road, the Dragline Deadhead Route, light use <br />road LU -1, Pond 010, light use road LU -2, topsoil stockpile I, the Dragline Assembly/Disassembly <br />pad, the YPM -8 drainage channel and YPM -8 watershed, light use roads LU -3A and LU -3B, and <br />Stock Tank ST -1 at the Yoast Mine in accordance with the approved reclamation plan. <br />The Division is not proposing to approve the requested Phase I bond release on the dragline <br />walk/county road detour on the north end of the permit area (where Routt county is constructing a <br />new roundabout), the YPM -13 drainage channel, Topsoil Stockpiles A and C, the YPM -20 drainage <br />channel, the unnamed road corridor connecting LU -5 and LU -3B, light use roads LU -4 and LU -5, <br />the Pond 012 watershed, Pond 013, or Pond 014. The following corrective actions are required in <br />order for these areas to be eligible for Phase I bond release (Rule 3.03.2(5)(a)): <br />YPM -13 Drainage Channel — This drainage channel must remain stable through one year of average <br />snowmelt and rainfall. <br />YPM -20 Drainage Channel — This channel may be eligible for Phase I bond release when SCC can <br />demonstrate that the larger land mass surrounding this drainage channel (the Neck Pit slide area) is <br />stable, and the channel itself has remained erosionally stable. <br />Unnamed Road Corridor — This roadway must either be permitted as a permanent structure, or the <br />roadway reclaimed. <br />Pond 012 Watershed - The drainage channels in this area must be reconstructed to the approved <br />Page 11 of 27 <br />Yoast Mine SL -4 <br />
