h) Culvert C 17 outlet appears to have been extended on the ground. Please update Map 13 <br />accordingly. <br />i) During a Division inspection in October 2012, the Division found some discrepancies <br />between the design and installation of Ditch D16 at the northeast corner of Pond 001, and <br />culverts C 16A, C 16B and C 16C. For example, it appears that a power pole was installed <br />within Ditch D 16. Please assure that the installed ditches and culverts are installed and <br />maintained as designed. With regards to Ditch D16, assure that Ditch D16 is re- routed <br />appropriately in order to maintain the design flow so it is not impeded by structures. Please <br />update Maps 11 and 13 reflect this reroute. <br />j) Please evaluate Culvert C 12 to assure that this culvert continues to function as designed. <br />k) Waterlines, concrete vaults, and hydrants were installed at the facilities area during 2011 and <br />2012. Please accurately show these structures on the maps. The Raw Coal Reclaim Sump <br />Discharge appears to have been moved from the location shown on map 13. Please locate <br />this discharge point accurately on the map. <br />1) The contours shown on Map 13 do not accurately show the berm around the explosives <br />storage area. <br />m) A boot wash structure appears to have been placed over Drop Inlet 1 (Map 13). Please show <br />this structure on the map, and re- establish the drop inlet structure so it continues to function. <br />n) Map 13 does not show the SAE at the location of the potable water tank. A culvert under the <br />water tank access road is shown southwest of the 400K tank that is not installed on the <br />ground. Please remove this culvert from the map, and include the SAE on the map. <br />o) NECC previously submitted map 11 in 3 different sheets; Sheet 1 -East Portal- Roads, Slope <br />Track and Cut Areas, Sheet 2- East Portal- Utilities, and Sheet 3- East Portal- Facilities, for <br />clarity since the facilities area is congested. This separation has resulted in the three Map 11 <br />sheets to be out of sync with one other and not up -to -date showing all information accurately. <br />One method of resolving this would be to submit the facilities map at a larger scale showing <br />more detail for a smaller area. This could be achieved by breaking the facilities area into <br />manageable areas. For example; Bates portal area and facilities east of the prep plant on one <br />map, facilities from the prep plant to the mine entrance road on another, and the facilities <br />from the entrance road to the Culvert C2 on a third. Since the majority of the surface <br />changes occur in the from the entrance road to the east side of pond 7, this approach could <br />reduce the amount of map submittals during revisions. <br />23. Map 14 -West Portal Sediment and Surface Water Control needs to be in agreement with surface <br />water control structures on the mine site. <br />a) Existing ditches and culverts need to be accurately depicted on the map. <br />b) Please include the SAE at the slurry hole pad area on Map 14. <br />c) Culvert C23 under the West fan access road appears undersized, as this culvert should be <br />sized to pass the 100 -year event for the watershed that flows into it. Please evaluate the <br />sizing of this culvert to assure it is sized appropriately. <br />14 <br />
