necessary and incidental to the furnishing and placement of the sediment containment fences
as directed and described in the specifications. Payment will be as this task is completed and
approved by the PROJECT MANAGER. Payment for this task will be made only for the unit
price shown under Item 3 of the Bid Schedule.
Task 4 EARTH WORK
The earth work portion of this bid involves reclamation of Mines 1 and 2 and associated
disturbances, including both Fan areas(benches and access roads), Mine 1 Storage Yard, Coal
Silo Area, Mine 2 Bathhouse, the Lower Bench Area, and the bench outslopes. Generally,
material will be excavated from the bench outslopes and transported to the base of existing
highwalls, cuts and mine entries for backfilling against the highwall or cut. Coal fines and
similar materials spread on the ground at the Coal Silo and Lower Bench Areas will be
disposed of against the cut slopes at these areas prior to backfilling with material from the
outslopes. Earth work shall progress so that reclamation activities at the fan entries and fan
roads are completed prior to access becoming restricted due to construction at the Mine
entries.
The PROJECT MANAGER shall mark the targeted backfill height and length at each backfill
area by spray paint or other suitable means. All backfilled and excavated (cut) slopes shall
not exceed 2H:1 V upon completion of operations, unless otherwise noted. All backfilled
slopes shall be compacted every four (4) feet by sheep's foot roller, unless otherwise noted.
All bench remnants and the adjacent roadways shall be ripped to a depth of eighteen (18)
inches upon completion of backfilling and grading operations, unless otherwise noted.
Task 4a - Mine 1 Fan
At the Mine 1 Fan, the upper portion of the fan bench outslopes will be uniformly excavated
such that no excavated slope exceeds 2H:1 V upon completion of the excavation. The
excavated material shall be transported to the base of the highwall and placed over the rubble
fill, if any. The debris and rubble fill shall be covered by a minimum of four (4) feet of backfill
material during this portion of the project. If the entries have not been completely filled with
rubble and debris, they shall be filled with earthen materials from the block wall to the
entrance, and from floor to roof. Care shall be exercised in order that the block wall within
the entry not be damaged.
A portion of the highwall shall be backfilled by placing material excavated from the outslope
of the bench against the now filled entries. The backfill shall extend ten (10) feet above the
highwall bench remnant at each entry. The length of highwall to be backfilled is estimated
at fifteen (15) feet at each entry. Upon completion, the outslope of the fill shall not exceed
2H:1 V, and shall be graded to blend with the adjacent hill slopes.
Task 4b - Mine 1 Fan Access Road
The purpose of reclamation work at the fan access roads is to promote surface drainage from
the road surfaces as sheet flow whenever possible, thus minimizing the channelization of
water. This will be accomplished by employing one of three techniques as specified by the
PROJECT MANAGER. Some portions of the roads have a relatively flat gradient. At these
11
