It should be noted that, with respect to the JD -7 ponds, in
addition to the protection afforded by the site's distance from
State waters, the ponds have been provided with Hypalon liners to
preclude seepage into ground water.
JD -9
No spills have occurred in the three years preceeding the
effective date of this permit at JD -9.
It is extremely unlikely that a spill from the JD -9 would impact
surface waters of the State. Like the JD -7 facility, the JD -9 is
far removed from surface water occurrences. Specifically, water
from JD -9 must travel about one (1) mile to the intermittent
stream in Bull Canyon and another seven (7) miles through Bull
Canyon before reaching the Dolores River. The inspection
frequency at the JD -9 is three visits per week. Accordingly, a
spill would infiltrate into and be absorbed by a sandy clay loam
soil and then be retained by the Brushy Basin formed soils.
Thus, any spills would be discovered and remediated prior to
reaching any ground water of the state.
It should be noted that, with respect to the JD -9 ponds, in
addition to the protection afforded by the site's distance from
State waters, both ponds have been provided with Hypalon liners
to preclude seepage. Also, erosion due to severe rains is not
apparent.
Materials Containment Plan - Page 3
