Exhibit E <br />Reclamation Plan <br />JD -9 Mine Permit Amendment <br />M- 1977 -306 <br />Cotter Corporation will restore the affected areas on the JD -9 mine site in accordance <br />with the requirements of DOE and DRMS. The land will be reclaimed for range and <br />wildlife habitat to meet DOE's directives to return the land as closely as possible to the <br />pre- mining land use. <br />This area of Montrose County is zoned agricultural -open. The current land use is <br />predominantly mining and grazing, as is the majority of the land in the near vicinity of <br />the mine site. The proposed post- mining land use for range and wildlife habitat should <br />improve forage and habitat for both wildlife and stock. <br />Timeline <br />The reclamation timetable below is based on the projections for the mine and the amount <br />of reclamation needed after the mine is shutdown. The timetable does not start until <br />mining operations have ceased. It is assumed in this reclamation timetable that the waste <br />area embankment has already been regraded. It is also assumed that the old water <br />treatment ponds will have been regraded, and that these areas will be used for topsoil <br />stockpiles of soil imported during mining. Once the mine is permanently shutdown, the <br />reclamation is expected to take approximately 6 months. <br />
