PHASE <br />TIME <br />Sealing of adits, shafts, ventholes, etc. <br />Within 12 months of finalizing <br />mining operations <br />Removal of surface buildings <br />Same as above <br />Grading of waste dump and other affected lands <br />6 months <br />Preparation of seedbed, where applicable <br />2 months <br />Re- vegetation, where applicable <br />2 -3 years <br />Cotter Corporation will restore the affected areas in accordance with DOE lease <br />requirements on the SM -18 lease as well as DRMS requirements. The land will be <br />reclaimed for range and wildlife habitat to meet DOE's directives to return the land as <br />closely as possible to the pre- mining land use. <br />This area of Montrose County is zoned agricultural -open. The current land use is <br />predominantly mining and grazing, as is the majority of the land in the near vicinity of <br />the mine site. The proposed post- mining land use for range and wildlife habitat should <br />improve forage and habitat for both wildlife and stock. <br />Timeline <br />Exhibit E <br />Reclamation Plan <br />SM -18 Mine Permit Amendment <br />M- 1978 -116 <br />Due to the small area involved and the underground nature of the mine, constant use of <br />the disturbed area is necessary, and reclamation cannot begin until all mining activity has <br />ceased. Except for stockpiling and stabilization of topsoil, the reclamation process will <br />not begin while mining is in progress. Once reclamation begins, it should be completed <br />within 5 years. See table below for estimated times for each phase of the reclamation <br />process. <br />Northern Permitted Area <br />This revised area includes 1.95 acres. The original area included 9.74 acres and has <br />already been completely reclaimed with the exception of a maintenance warehouse. This <br />will be dismantled and hauled out once mining at SM -18 has permanently ceased. The <br />foundation will be broken up and placed into the Wright Mine portal located in the <br />southern area of the mine prior to backfilling the portal. The area under this structure as <br />well as the access road to this building will be ripped and reseeded with an approved seed <br />mixture (see current recommended seed mixture included in this exhibit). <br />
