Mike Boulay -9- October 16, 2012
being proposed for the air jig bench over culvert C11. The CDOW further advised
CAM that the Army Corps of Engineers will need to be involved in the bench fill
project.
All of the CDOW's requests discussed in their letter are to be considered
part of the Division's adequacy review of PR -2. In addition, the Division
requests that CAM update the Division on the ongoing issue of the
reclassification of the stream segment. Please refer to the CDOW letter
provided in Attachment 3.
MCM: A large majority of CPW's concerns were in regard to components that
are no longer part of the PR -02 package and therefore this question /response is
no longer applicable. As a note, no ditches will be lined. The sediment pond will
be lined. Upper diversion ditches will not be passed through the sediment pond.
A biological opinion was rendered for the McClane Canyon Mine and is included
as Appendix P. In a correction, dated November 4, 2011, The biological
opinion states "Water in the proposed sediment pond at the McClane Canyon
Mine shall be monitored for selenium concentration prior to discharge into East
Salt Creek. If selenium concentration in the pond water exceeds 4.6 ug /L, the
water shall not be discharged to East Salt Creek but shall be pumped from the
pond and removed by tanker truck to an approved disposal facility. If the
selenium concentration is 4.6 ug /L or below, the pond water may be directly
discharged into east Salt Creek in compliance with an NPDES permit ".
Therefore, before water from the existing sediment pond can be discharged into
East Salt Creek, it will be tested for selenium. The sediment pond has only
discharged one time in the last six years.
The correction page also states the sediment pond shall be designed for the 25-
year event. That statement was in regard to the sediment pond that was
proposed initially with PR -02. A new sediment pond is no longer proposed. The
surface facilities will revert back to the configuration shown on permit map Figure
2.2 -3. The currently approved sediment pond was designed for the 10 -year
event and will remain designed for the 10 -year event.
19. Please show on an appropriate figure the location of the mine water
discharge pipe and discharge point, or indicate where in the permit the
information can be found.
MCM: Please see approved Figure 2.2 -2. The discharge point is located at the portal
and is shown by a solid blue hatched circle.
20. Please provide the updated NPDES permit for the new sediment pond and
the mine water discharge point when the permit is obtained.
