L 1
Mike Boulay -8- October 16, 2012
yields from all wells within the proposed permit and adjacent areas which
are registered with the SEO in Section 2.04.7(1)(b) of the PAP. If
appropriate please also update Sections 2.04.7(3) and 2.05.6(3) with a more
current list of wells.
MCM: Well Permits # 270164, 270165, 254050 and 254051 are at least 3 miles away
from the location of proposed mine plan and therefore not in a location that could
be affected by mining. Well permit information has been moved from section
2.04.7(3) to section 2.04.7(1)(b). Please see revised pages 2.04 -22 through
2.04 -23. Figure 1.1 -3a has been revised to more clearly show the well permits
and the water rights in the legend and on the map. Well permit information will
only be shown in section 2.04.7(1)(b) as showing it in 2.04.7(3) would be
duplicative.
16. In Table 4.2ii, please include baseline monitoring results for stations SW -2,
SW -5 and, possibly SW-4, since they are part of the approved surface water
monitoring plan. Also, baseline monitoring results are listed for Upper East
Salt Creek and Lower East Salt Creek. Please identify in the table the site
names as they are designated on Figure 4.2 -2.
MCM: Baseline data for SW -2 and SW -5 can be found in Table 4.2 -7. SW -2 is
McClane Canyon #3, and SW -5 is McClane Canyon #1 and #2. Please see
revised Table 4.2 -7, which has SW -2 & 5 more clearly annotated. SW -4 was
part of the monitoring program for Munger Canyon Mine which has been
reclaimed and is therefore not intended to be included in the McClane Canyon
monitoring program.
17. In Table 4.2iii, please include operational monitoring results for SW -2 and
SW -5 since they are part of the approved surface water monitoring
program. Also, please change the table titles from "monitoring well" to
"surface water station" in the table.
MCM: Please see revised Table 4.2iii, which shows the one quarter a full suite sample
was able to be tested for SW -2. During the last ten years, during quarterly
monitoring, SW -2 has only had water once, and SW -5 has never had water and
therefore will not be included in Table 4.2iii. Table 4.2ii has been revised to
include baseline data for SW -1 and SW -8. SW -4 will no longer be part of the
McClane permit as it was part of the monitoring program for Munger.
18. Attached to the Division's adequacy review letter is an adequacy response letter
for PR -2 from the Colorado Division of Wildlife (CDOW) dated January 6, 2011.
In their letter, the CDOW offered comments concerning, among other items,
surface water hydrology issues. The CDOW requested that the sediment pond
and ditches be lined and that upper diversion runoff be channeled to the
sediment pond, rather than channeled directly to receiving streams. Also, the
CDOW requested that there not be any filling of ephemeral drainages, such as is
