Figure 3.1 -3 Original Topography has not been updated since <br />September 1985 and appears to represent only the portal area of the canyon. <br />Please provide a new map satisfying the requirements of 2.10.3(1)(e) and (j) <br />which shows the Pre - Mining Topography of the entire area proposed for <br />disturbance by Surface Facilities, using a 2' contour interval on the valley <br />floor. <br />MCM: The portal area and associated road and sediment pond were disturbed prior <br />SMCRA and therefore, no premining topography exists. New Figure 3.1 -3B <br />satisfies 2.10.3(1) (e) and (j) for the proposed surface disturbances created with <br />the approved TR -16 surface facilities configuration, and a 2 foot contour interval <br />has been provided for the valley floor. <br />123. The current version of Figure 2.2 -2 Surface Facilities, approved with MR -48, <br />uses a 2' contour interval for the valley floor area. The same map, revised for <br />PR -2, now depicts the valley floor using only 10' contours. Please restore the 2' <br />contour interval to the valley floor portions of Figure 2.2 -2 and add the <br />single /double green line symbol (culvert pipes ?) to the Legend. <br />MCM: No longer applicable, please see approved Figure 2.2 -2 in the permit document. <br />124. Figure 3.1 -1 depicts the reclamation plan for the mine. Because of the changes <br />proposed by PR -2 for construction of the air jig plant in McClane Canyon, please <br />create an additional cross section oriented perpendicular to the canyon <br />that shows the pre -mine topography, the topography proposed with PR -2, <br />and the anticipated post- mining topography. <br />MCM: No longer applicable, please see approved Figure 3.1 -1 in the permit document. <br />Rule 4.06.3 Topsoil Storage <br />125. On page 2.05 -2 (sic), MCM states, "the topsoil stock pile will be sprayed with <br />Round Up as necessary to control cheatgrass establishment ". Please include <br />the rates of application. <br />MCM: The round up application rate was added to page 2.05 -44. <br />Rule 4.06.5 Topsoil Reconditioning <br />126. MCM is proposing to apply weed free hay or straw mulch at a rate of 2 tons /acre. <br />Besides mulch, will any other nutrients or soil amendments be applied to the <br />
