If any, please supply information regarding the <br />nutrients or amendments and the rates of application. <br />MCM: Please see page 2.05 -48 for the soil testing plan. <br />General Comments <br />127. MCM submitted a new list of Tables and Figures with the application. An entire <br />new Table of Contents will need to be submitted for the text and <br />Appendices portion of the application as well. <br />MCM: Please see revised Table of Contents for the Text, Appendices and Figures. <br />128. It is unclear if Section 4 of the existing permit document is intended to remain in <br />the permit application package. Section 4 has redundant information in it now <br />that Section 2 and 3 have been rewritten and are to be replaced with entirely new <br />text. MCM indicates that new pages 4 -1, 4 -2, 4 -3, 4 -10, 4 -11, and 4 -73 are now <br />to be intentionally blank. But the remainder of the information in Section 4 is <br />either redundant or contradicts the new information presented in revised Section <br />2. If there is pertinent information in the old Section 4 it should be incorporated <br />into revised Section 2 and the old Section 4 should be removed from the PAP. <br />Please clarify this discrepancy of information presented. <br />MCM: Please remove section 4. Text has been modified in sections 2.04 -9, 10 & 11 to <br />incorporate section 4 text. <br />129. Man -Made Fill / Landslide Feature <br />Within the footprint of the proposed Coal Mine Waste Pile lies an oblong, <br />elevated earthen feature (landform). This landform appears to be approximately <br />650 feet in length, 200 feet in width, and rises 10 to 20 feet above the valley floor. <br />The feature is oriented perpendicular to the valley, and appears to span nearly <br />the full distance from the eastern bank of the incised channel of East Salt Creek <br />to the cliffs on the east side of the valley. The top of the landform appears to be <br />extremely level, and the slopes on the upstream and downstream sides of the <br />feature appear to be uniformly graded. <br />The PR -2 application makes reference to this landform in numerous locations, <br />including the baseline soils section, the AVF determination and the Cultural <br />Resource Inventory.
