On page 2.06 -2 please remove the reference to the February 5, 2010 letter <br />and "the Division's informal opinion" and replace this discussion with our <br />determination that the proposed new disturbance associated with PR -2 is <br />not in an alluvial valley floor. Likewise, in paragraph 3 of the same page <br />the reference to "the Division preliminarily concurs" should be removed <br />and replaced with an appropriate discussion. <br />MCM: Please see revised page 2.06 -2. <br />Rule 2.10 Maps and Plans <br />-41- <br />October 16, 2012 <br />121. A few of the maps submitted with the PR -2 application did not meet the general <br />requirements for maps and plans as follows: <br />• Figures 2.2 -1 Affected and Disturbed Areas and 4.1 -2 Preliminary Alluvial <br />Valley Floor Identification, are not to scale in regards to Rule 2.10.1(1). <br />Maps showing the disturbed area should be at a scale of 1:6,000 or larger. <br />Please re- submit these maps to the scale of 1 " =500'. <br />• Figure 1.1 -1 and 1.1 -3D are not at the required scale of 1:24,000. Please <br />re- submit these maps with a scale of 1 "= 2000'. Also Figure 1.1 -3D did not <br />have a signed P.E. Certification. <br />• Figures 2.2 -1 and 4.1 -1 do not show Township and Range and Figure 1.1- <br />3A shows Township but no Range. Figure 4.1 -2 does not show Township, <br />Range, or Section. <br />Please ensure that all maps and figures are submitted at the proper <br />scale, show Township, Range, and Section, and are signed and certified <br />by a P.E. <br />MCM: Please see revised Figures 2.2 -1, 1.1 -1, 1.1 -3D, 2.2 -1, 4.1 -1, 1.1 -3A and 4.1 -2. <br />Rule 2.10(1) states that maps showing the disturbed area should be at a scale of <br />1:6,000 or larger "for good cause shown ". MCM request the scales as submitted <br />for Figures 2.2 -1 and 4.1 -2 be adequate as they are legible and demonstrate the <br />location of the disturbed area boundary. It is not the intent of either map to show <br />the disturbed area in detail. The intent of showing the disturbed area on both <br />maps is for location purposes only. MCM requests the maps, at the scales <br />submitted, be deemed acceptable. For a more detailed view of the disturbed <br />area boundary, please see Figure 2.2 -2. <br />122. 2.10.3(1)(e) requires the location of surface and subsurface manmade features <br />within, passing through, or passing over the proposed permit area to be shown <br />on a map, while (j) requires a map of the existing topography... in sufficient detail <br />
