M=D—CONT=NENT RESOURCE S =NC <br /> 818 Colorado Ave. <br /> P.O. .Box 1298 <br /> Glenwood Springs, CO 81601 <br /> September 12, 1991 <br /> Dan Mathews <br /> Mined Land Reclamation Division <br /> 1313 Sherman <br /> Room 215 <br /> Denver, CO 80209 <br /> RE: Compliance - NoV C-91-015. <br /> Dear Mr. Mathews: <br /> The remedial action for NoV C-91-015 includes, as contained in the <br /> notice, the direction that Mid-Continent "replace rip rap in <br /> accordance with approved design by October 15, 1991. " <br /> The area involved is the east runoff collector ditch at the Sutey <br /> refuse disposal pile, and the design is found on map II-B App. 5-4. <br /> The design plan states that "riprap size for all other ditches <br /> [including runoff collector ditches] shall range from 3 to 15 <br /> inches in diameter, D,,=9 inches. <br /> Last year the ditch was rip rapped with 611+ river rock. However, <br /> the combination of very incompetent subsurface soil with the <br /> larger, rather smooth rip rock material was not successful, as we <br /> have seen by the failure of the ditch this year. <br /> Accordingly, we feel it advisable to modify our previous approach. <br /> Prior to placement of the larger sized rip rap, we intend to line <br /> the ditch with a 1' thick layer of gravel to cobble size rock <br /> material. While this may be somewhat smaller than specified in the <br /> design, we believe it will make for a more competent and durable <br /> ditch, and will proceed with this plan before the October 25 <br /> deadline, unless you advise us not to do so. <br /> Yours truly, <br /> Diane Delaney <br />
