r <br /> r <br /> the bedrock at this section of the road is not suited to <br /> construction or maintenance of a ditch, nor to installation of the <br /> culvert. <br /> Mr. Thompson also found that the area indicated for culvert C-1N, <br /> which the map indicates as being approximately 750 to 1,000' from <br /> culvert C-5, also consists of shale bedrock, which extends from <br /> culvert C-4 to C-5. To install a culvert at this location would <br /> require blasting out the rock from the road. This seems to us <br /> environmentally undesirable and likely to cause increased sediment <br /> loss. <br /> We surmise that the culverts were not installed because the design <br /> was found to be impractical. We would agree that the proper course <br /> of action, in that case, is to request a change of the design, and <br /> are now doing so. <br /> It does seem that suggestion of further or alternative measures (to <br /> installation of Culverts C-1N and C-2N) should await the <br /> recommendations of the U.S. Forest Service and M.L.R.D. , given the <br /> extensive time devoted to reviewing road drainage during the summer <br /> of 1991. <br /> Our request, therefore, is that the Division approve the following <br /> as abatement for NoV C-91-008. <br /> 1. Replace Culverts C-4 and C-5. <br /> 2. Revise the approved plan, removing the proposal to <br /> install culverts C-1N and C-2N.
