September 12, 2012 C-1981-017/Coal Basin Mines BFB <br /> ROADS —Rule 4.03 <br /> Construction 4.03.l(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5) and (6) <br /> Reclamation 4.03.l(7)/4.03.2(7): <br /> Road A was passable by vehicles. This private road which supports a public right-of-way, continues to be erosive <br /> at each of the culverts which drain the road surface. Runoff which reports to the road culverts spills onto the <br /> unconsolidated outslope fill, causing gully development and sediment generation. The cut slope side ditch which <br /> channels water to the culverts is poorly maintained, and in places allows water to flow down the road surface. <br /> Public access beyond the gate near the Lamphouse (end of Road A) is restricted to non-motorized means. Road B <br /> parallels Dutch Creek and splits into Road C (to Mine 4) and Road D to (Mines 1 and 2). Road B was passable by <br /> ATV to the Road C intersection. The Road C crossing on South Dutch Creek was very rocky with a steep rocky <br /> incline and desent to the creek(photo 5). Road C above Dutch Creek was in good shape. A few gullies have <br /> formed across the reclaimed road near the Mine 4 portal area but the road remains passable. <br /> A section of Road D became saturated and slid during the winter/spring of 2010/2011. The slide mass appears <br /> to have acted similarly to a debris flow,having come to rest on Road B at the location of the proposed Forest <br /> Service work. The slide body appears to have been composed of Mancos Shale derived colluvium, with no <br /> evidence of coal or coal refuse being observed in the remnant material. After the slide body came to rest on Road <br /> B, it deflated, allowing the entrained water to flow toward Dutch Creek. The Division remediated the head cut and <br /> toe of the slide in 2011. The nearly vertical head cut was excavated to relax the slope angle,and to reduce <br /> surcharge at this area. Near the toe of the slide,the channel created as a result of water exiting the colluvial debris <br /> was widened,with broad meanders being constructed, in order that the velocity of future flows, if any,will be <br /> significantly reduced in order to create a more non-erosive landform. Both areas were revegetated following <br /> construction. <br /> The large gully located at the avalanche chute on Road D between Mines 1 and 2 continues to impede upon the <br /> reclaimed road trace. Road D was still passable at the time of this inspection. <br /> Road E leads to the intersection of Roads F and G(Mines 3 and 5 access routes). Road E crosses the North Fork <br /> of Dutch Creek just north of the Lamphouse. The Road E crossing on Dutch Creek is rocky with a steep, rocky <br /> incline on the east side. Road F heads west from Road E to Mine 43,but is blocked by a landslide just west of the <br /> intersection with Road E. Road F and Mine 3 were not evaluated during this inspection. Road G was in good <br /> shape from Road E to Oil Well Creek where the crossing was washed out. Road G was not inspected beyond Oil <br /> Well Creek. <br /> REVEGETATION—Rule 4.15 <br /> Vegetative Cover; Timing: <br /> The Sutey Pile is well vegetated with some scattered shrubs and trees. The grasses and forbs have been heavily <br /> grazed, as has been well documented by the Division for well over ten years.
