September 12, 2012 C-1981-017/Coal Basin Mines BFB <br /> BACKFILL and GRADING—Rule 4.14 <br /> Contemporaneous Reclamation 4.14.1; Approximate Original Contour 4.14.2; Highwall Elimination 4.14.1(2)(f); <br /> Steep Slopes 4.14.2, 4.27;Handling of Acid and Toxic Materials 4.14.3; Stabilization of Rills and Gullies 4.14.6: <br /> There was some slumping at the toe of the Sutey Pile on the south side where the culvert crosses under the road <br /> (photo 1). This slide occurred prior to the Division initiating reclamation of the Sutey in 1995, at a portion of the <br /> facility reclaimed by Mid-Continent Resouces. It appears that subsurface drainage through a portion of the facility <br /> is the cause of this small failure. The slump does not appear to have reactivated in recent years. Ditch 8,near the <br /> southeast margin of the facility, continues to be somewhat problematic. Although marginally stable,portions of <br /> the ditch have suffered from undercutting due to high flow velocities. Runoff from the Sutey refuse pile continues <br /> to pass through two sediment ponds prior to discharging to Coal Creek. <br /> Some gullies have formed in the fill on the outslope of Road C below the Mine 4 bench(photo 2). The degree of <br /> outslope erosion has been significantly reduced as a result of reclamation efforts, as indicated by the presence of <br /> only two or three active erosional features and the relatively successful establishment of vegetation on the east and <br /> north facing slopes of the mine 4 bench. Prior to reclamation,numerous active gullies were present on these fill <br /> slopes,which, at that time,were largely devoid of vegetation. <br /> A portion of Road B that was impacted by the landslide originating from Road D,was being surveyed by the <br /> Forest Service. The Forest Service plans to install a sediment retention facility in Road B to catch any continued <br /> sediment movement from the landslide before it reaches Dutch Creek. As part of this work,the Forest Service <br /> intends to heavily amend the re-disturbed area with blended compost and biochar to enhance soil organic materials <br /> and increase moisture rentention capabilities. The Forest Service indicates that they will disturb about 1/4 to '/2 acre <br /> of previously reclaimed areas in order to complete their construction work,which was scheduled to begin <br /> September 17. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.053; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8; Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> The Road G crossing at Oil Well Creek was washed out, likely as a result of intense monsoonal moisture. A large <br /> head cut(approximately 12 feet high)continues to establish itself in the unconsolidated alluvial material which <br /> characterizes the vicinity of the road crossing. As a result of this and previous events which have occurred over <br /> the past ten years, the crossing is passable only on foot(photo 3). At the bottom of the headcut a previously <br /> unknown culvert was exposed (photo 4)at the base of Oil Well Creek. The culvert is full of cobble and other <br /> alluvium, and serves no function. <br /> Three ponds located near the former location of the Mine 2 Training Center contained water,and were not <br /> discharging.
