September 12, 2012 C-1981-017/Coal Basin Mines BFB <br /> The vegetation on roads at lower elevation appeared to be overgrazed (photo 7),while the vegetation on roads at <br /> higher elevation were less grazed and appeared to be more established(photo 8). Trees that were planted in the <br /> reclaimed roads appear to be doing very well. <br /> The USFS has constructed a 1-acre test plot on the lower west side of the Sutey refuse pile. The plot is fenced and <br /> has been heavily mulched and seeded. Cow manure is heavily scattered across the plot. According to a story on <br /> Aspen Public Radio,the USFS is conducting a study to evaluate the hoof trampling from the cattle on the <br /> effectivenss of new vegetative growth. <br /> Another plot has been established and fenced on land just west of the cow plot and off of the Sutey pile. Rows of <br /> flags were observed and several native plant species appear to have been transplanted in the plot. <br /> SLIDES and DAMAGE -Rule 4.12: <br /> A small portion of Road D collapsed and slid down to Road B. The head scarp of the slide is semi- <br /> circular in shape,and measures approximately forty feet by twenty five feet. As mentioned above,the Division <br /> utilized forfeit bond funds to reduce the head scarp to a more relaxed angle, and to construct a small berm around <br /> the scarp where it meets the reclaimed road bed in order to prevent snowmelt runoff from flowing down the face <br /> of the remnant scarp. (photo 9). Using the berm as an indicator of continuing movement,the slide area has been <br /> stable since the remedial work was completed in 2011. A portion of Road D at the historic avalanche chute/run- <br /> out between Mines 1 and 2 continues to degrade as a result of annual melt-out . The road is still passable with an <br /> ATV. <br /> The Mine 3 access road, Road F, is blocked by soil slumping from the road cut just west of the intersection of <br /> Road E and F. <br /> ENFORCEMENT ACTIONS/COMPLIANCE <br /> The permit has been revoked and the bond was forfeited. <br /> Number of Partial Inspection this Fiscal Year: 1 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 5 of 11 <br />
