10 <br /> Board Member Stewart stated that Mr. Danielson' s suggestion <br /> for an additional condition on liner installation should not <br /> limit the ground preparation work, but limit the actual liner <br /> installation, until the applicant provides the package of <br /> information to the Board. Board Member Danielson clarified <br /> that, if the Division is satisfied with the information <br /> presented by the operator, the Board would like to be informed <br /> and if an agreement is not reached, the Board would make a <br /> decision. Mr. Hardaway stated that the applicant would agree <br /> to commit to Mr. Danielson' s suggested, additional conditions. <br /> Staff suggested that if the Board decided to approve the <br /> applicant' s amendment application, the 5 additional conditions <br /> suggested by Board Member Danielson be incorporated through a <br /> technical revision. Staff said the parties would be provided <br /> with notice of the process, and the Division would make a <br /> decision within the time frame allowed. Mr. Danielson agreed <br /> that this would be an acceptable manner in which to handle the <br /> matter. <br /> The Board approved the amendment application, subject to the <br /> conditions contained in the Division' s September 21, 1993 <br /> memo, including the handwritten changes made last night, <br /> adopted the 5 additional conditions that were suggested, <br /> required that the items under condition 5, regarding the <br /> quality assurance/quality control program, the final exact <br /> location of the monitoring wells and points of compliance for <br /> ground water, the blast monitoring program and the specific <br /> criteria for suspension of construction due to adverse weather <br /> or other conditions, be handled as a technical revision and, <br /> as the issues are resolved, required the Division to present <br /> them as informational items to the Board at the next scheduled <br /> Board Meeting. <br /> Mr. Dager withdrew all of his objections, except those related <br /> to the flow of water at the Moffat Tunnel. <br /> 6 .
