_ STATE OF COLORADO
MINED LAND RECLAMATION DIVISION
Department of Natural Resources
1313 Sherman St., Room 215 N " 0
Denver,CO 80203 **
303 866-3567 *1876*
FAX 303 832-8106
Roy Romer,
Governor
Fred R Banta,
Division Director
DATE: October 21 , 1991
TO: Steve Renner
FROM: Dan Mathews
 l
RE: Coal Basin Bond Estimate
Ten Day Notice X-91-02-355-003, File No. C-81-017
I have reviewed the above noted TDN, the bond estimate performed by the OSM
Western Support Center, and the original MLRD bond estimate . I also consulted
with Tom Gillis regarding structural demolition cost estimates .
With respect to direct costs , OSM and MLRD estimates varied only with respect
to haul road width reduction and structural demolition .
Road Width Reduction
I recalculated haul road width reduction costs using the OSM selected
equipment costs and productivities (see Attachment A) . In our original
estimate and in OSM' s estimate, an average haul road width of 55 feet was
assumed. Based on the intensive roads inspection completed in the summer
of 1991 , it was determined that existing road widths are, on the average ,
significantly less than 55 feet. Based on inspection notes and air photo
evaluation, I assumed an average road width of 37 feet in the
recalculation.
Based on the above assumptions , the cost associated with road width
reduction is estimated to be $281 ,595.00, which is lower than the
original MLRD estimate , and is $484,293 .00 less than the OSM estimate.
Structural Demolition
OSM included a cost of $535,544.00 for debris handling and disposal .
These costs are included in the snit costs provided in Means Building
Construction Cost Data for demolition and thus the additional costs for
debris handling and disposal are not appropriate . The Division has
historically estimated demolition and disposal costs based on the Means
unit costs , and, based on bond forfeiture projects we have experience
with, these unit costs are reasonable .
