r
J
• Memo - Steve Renner - 2 - October 21 , 1991
Structural Demolition (continued)
If the OSM estimate were to be revised , based on the 37 foot road width
and excluding the $535,544.00 debris handling and disposal cost, the
direct cost would total $2,423,308.00, which is less than the Division' s
original direct cost estimate of $2 ,431 ,530.00. Differences between
Division and OSM assessment of indirect costs woula result in a grand
total of $3,036,405.00 compared to the MLRD estimate of $2 ,993,000.00, a
difference of less than 1 .5%.
Based on the above evaluation, my conclusion is that the Mid-Continent
operation is not underbonded, based on current permit requirements and
standard Division bond estimating procedures. The TDN process is not the
appropriate mechanism for resolving differences between OSM/WSC and MLRD
bond estimating procedures relating to assessment of indirect costs .
Ten Day Notice X-91-02-355-003 should be withdrawn.
/ern
Attachment
8872F
