As the tenth day after receipt fell on a weekend, <br /> our response became due on Monday, October 28, 1991 . <br /> We have reviewed the reclamation cost estimate performed by the Western <br /> Support Center (WSC) . This estimate served as the basis for the Ten-Day <br /> Notice. The major cost differences between the WSC estimate and our estimate <br /> are the road width reduction and structural demolition costs . <br /> Road Width Reduction <br /> In our original estimate and in the WSC' s estimate, an average haul road width <br /> of 55 feet was assumed. However, our staff conducted an intensive fifteen-day <br /> inspection of the mine site roads this summer, in conjunction with the U.S. <br /> Forest Service. One outcome of the inspection was the determination that the <br /> average road width is 37 feet. This observation was confirmed using aerial <br /> photos of the site. <br /> Therefore, using site specific data, the road reduction calculation was <br /> reevaluated. We have utilized the WSC equipment costs and productivity <br /> estimates , but used the actual average road width of thirty-seven feet, rather <br /> than the fifty-five feet assumption. The cost associated with road width <br /> reduction is estimated to be $281 ,595.00, which is lower than the original <br /> MLRD estimate, and is $484,293.00 less than the WSC estimate . <br /> Structural Demolition <br /> OSM included a cost of $535,544.00 for debris handling and disposal . This <br /> cost is an add-on expense above and beyond the unit costs provided in Means <br /> Building Construction Cost Data. The demolition unit costs projected in Means <br /> includes debris handling, and assumes disposal will occur within a five mile <br /> radius . Disposal of these facilities within this radius is entirely feasible <br /> and , in fact, desirable , given that significant backfilling will occur at this <br /> site. <br />
