SUBJECT: Mid Continent Coal Basin Mine
Per your request we have reviewed the Colorado Mined Land Reclamation Department
(MLRD) response to your Ten Day Notice X-91-02-355-003.
The road width reduction as explained in the MLRD ten day notice response indicates
MLRD expects to reduce the backfilling and grading by 64% or to 99000 cubic yards of
backfilling compared to the previously N LRD furnished backfilling amount of 274,429
cubic yards. Possibly a review of these backfilling calculations and information are in
order. Without additional information the backfilling can not be disputed.
The structure calculations were reviewed and also checked with the R.S. Means
Company Inc., as to the costing and methods used by the MLRD for costing of structure
removal. The method of costing is in line for urban areas of the "Means Site work cost
Data" book. However, the conditions to be experienced at the coal basin property have
not been established as yet. ESS did escalate the MLRD costing to April 1991. Using
the MLRD procedures and escalated to 1991 cost, the previous WSC structure removal
costing has been reduced $242,564 to a total of S1,196,800 from S1,439,364.
Using this information the bond calculation of direct costs is S2,716,288 plus indirect
costing-of S687,221 for a total estimated reclamation bond amount required of
$3,403,509. This reflects the reduction in backfilling and a reduction in the structure
disposal costs.
