The <br /> operator should state whether this material is to be obtained <br /> from the portal and prep plant bench surfaces, and if so the <br /> quality of this material should be reported. <br /> b. The Division requires that Mid-Continent locate all topsoil <br /> borrow areas on maps, and include haul distances. Locations of <br /> existing topsoil stockpiles, and corresponding haul distances <br /> should also be included for the tunnel and refuse pile areas. <br /> IV. Revegetation <br /> 1 ) The Division has examined the revegetation cost estimate supplied <br /> by American Tree and Cement. It is assumed that the labor and <br /> equipment figure applies to seeding, mulching and tree planting. <br /> This should be verified by the company. In addition, the Division <br /> has the following comments: <br /> a. The contractor has not included costs for seedbed preparation. <br /> Since topsoil will be applied with scrapers, it is likely that <br /> the areas will need to be harrowed prior to seeding. <br /> b. The contractor has not included costs for fertilization. <br /> c. The contractor has not included costs for securing the hay <br /> mulch. Costs for either crimping or tacking should be included. <br /> d. The Division finds that areas which need to be hydromulched <br /> would also need to be hydroseeded. The contractor must include <br /> a hydroseeding cost for 15% of the area. In addition, all <br /> assumptions made by both American Tree and RBI with respect to <br /> hydroseeding/mulching, including distance to water, must be <br /> delineated. Mid-continent must then locate all water access <br /> points on a map. <br /> e. The contractor has provided cost estimates for the installation <br /> of erosion control netting which are not acceptable with the <br /> present information. Estimates obtained by the Division from <br /> several contractors in the Denver area averaged $1500/acre for <br /> materials and installation. The contractor must substantiate <br /> his cost estimate of $500/acre by providing information on <br /> material cost, vendor, installation productivity, and labor <br /> costs. The total acreage where netting is to be applied should <br /> also be included. <br /> f. The contractor and all sub-contractors must provide statements <br /> that all quoted prices would be available to the State of <br /> Colorado. <br />
