B . Operation Plan - Permit Area
1 . Introduction
Mid-Continent Resources currently operates two active
and three standby underground coal mines within the permit area
(Exhibit II-B-1) . Collectively, the five mines are referred to
as the "Coal Basin Mine Complex" . In addition to the mine portal
areas and areas above underground workings, the permit area
includes the coal preparation plant with associated coal and
waste disposal areas, the portal site for a "rock tunnel" that is
under development, sedimentation ponds, haul roads, light use
roads and powerline corridors . When completed, the tunnel will
provide common underground access to all of the mines and will
substantially reduce surface activities on the haul roads and at
the present mine portal sites.
The acreage included in the permit area (term 1983
through 1988) consists of 5, 841 acres of coal bearing federal
lease lands, 3 ,478 acres of private coal bearing lands, 405 acres
of private non-coal bearing lands, and 82 acres of federal non-
coal special use permitted land and 1, 534 acres beyond the lease
boundaries to provide for possible surface subsidence for a total
of 11, 340 acres.
Coal Basin mines typically operate 3 work shifts per
day, 5 to 7 days per week depending on shipping schedules . Coal
is produced on two of the shifts, "A" shift and the "B" shift and
the third or "C" shift is principally a maintenance shift.
Occasionally revised schedules are required for part or all of
/017-
