is ,sized in rotary breaker screens that also remove trash and <br /> some coarse refuse material. The trash and refuse material are <br /> collected and trucked to the disposal sites . Run-of-mine coal is <br /> transported from the mine bins in 30 ton off-highway trucks <br /> approximately 4 miles down the mountain to the coal preparation <br /> plant . The coal is then cleaned and dried in a modern closed <br /> circuit preparation plant and is then trucked approximately 22 <br /> miles to the Carbondale unit train load out station. At this <br /> station the coal is loaded into rail cars of the Denver and Rio <br /> Grande Railroad for shipment to customers . <br /> Adverse environmental impacts are minimized or <br /> prevented by a comprehensive environmental mitigation and reclama- <br /> tion program (See Chapters IV and V) . These programs are designed <br /> to insure that there will be no avoidable diminution of air and <br /> water quality or land use during or after mining operations . <br /> C . Five-year permit areas . <br /> The Mine Plan Permit Area includes that area <br /> above underground workings that will be mined for the next 40 <br /> years, and which will be permitted in five year increments (See <br /> Exhibits II-A-2 and II-A-3) . <br /> d . Proposed changes in mining facilities <br /> No major changes are contemplated in surface <br /> mining facilities during the 1985-88 permit term with the exception <br /> of the rock tunnel construction project and the vertical well <br /> degassification program. (See Section B . 3 . c : of this Chapter) . <br />
