September 18, 2012 C-1981-012/New Elk Mine JHB <br /> Drainage shown on Map 13 is not in agreement with culverts located on the west side of the warehouse area. <br /> Culvert CI I is not visible under access ramp. An unnamed culvert is present on the west side of the warehouse but <br /> not shown on Map 13. <br /> Culvert C 16D appears to have been removed. NECC needs to reinstate this culvert to keep drainage in Ditch D 16. <br /> GENERAL MINE PLAN COMPLANCE: <br /> Drainage discrepancies with map 13 at the Bates portal area, Rock Chute, Bates conveyor location,Temporary <br /> Truck load out, substation and East fan area will be resolved in the current Midterm review. <br /> PROCESSING WASTE/COAL MINE WASTE PILES —Rule 4.10 and 4.11 <br /> Drainage Control; Surface Stabilization; Placement: <br /> The access road to the RDA has been approved to be converted to a Haul Road. The Division will need to receive <br /> Haul road certification for this Haul road. Culverts under the RDA haul road were checked. Culvert C-A needs <br /> sediment cleared from inlet. C-39 needs sediment cleared from outlet. <br /> Culvert under the haul road at the West RDA downdrain needs material cleared from outlet. This material has <br /> sloughed from the slope above. The upland RDA diversion ditch was walked. A low point on the upland diversion <br /> needs sediment cleared and the berm re-established. The culvert under the conveyor on the east side of the RDA <br /> needs sediment cleared from the outlet and the outlet opened up. <br /> The prep plant continues to be idle so no new refuse is being transported onto the RDA. <br /> ROADS —Rule 4.03 <br /> Construction 4.03.l(3)/4.03.2(3) <br /> Drainage 4.03.1(4)/4.03.2(4) <br /> Surfacing and Maintenance4.03.1(5) and(6)/4.03.2(5) and (6) <br /> Reclamation 4.03.l(7)/4.03.2(7): <br /> Paving of the Acceleration/Deceleration lanes continues along Highway 12 at the Mine Access driveway. <br /> Ditch D5 and Ditch D6 along the west Haul road immediately west of the 4-way intersection were full of sediment. <br /> Culvert 9A was approximately 80%full of sediment at the time of arrival on 9/18. Roll-off dumpsters were placed <br /> partially in Ditch D6, and a lowboy trailer was also stored in Ditch D6. NECC removed all stored equipment; <br /> lowboy and dumpsters from Ditch D6, cleaned sediment from Ditch D6, Cleaned sediment from Culvert C9a, <br /> cleaned sediment from Ditch D5, and cleaned sediment from the inlet of Culvert C3 (clean water drainage west of <br /> Soil stockpile area)by the end of the inspection on 9/20. These repairs are acceptable. <br /> A road located on the south side of the East Fan is not shown on Map 11 or Map 13.
