September 18, 2012 C-1981-012/New Elk Mine JHB <br /> pond had discharged recently and adequate storage capacity remained. <br /> SAE at the cell tower location east of the RDA needs the berm on the east side of the pad built up. <br /> Ditch D 15 adjacent to the water intake galley along the Purgatoire River had been filled in with a ramp. NECC <br /> cleared this material from Ditch D 15 by the end of the day on 9/20. Material has been cleared from the outlet of <br /> Culvert C-8. NECC has recently cleaned D l0A and D 13. The berm along the river at the water intake galley needs <br /> to be built up. <br /> Ditch D 16 on the north side of Pond 1 doesn't exhibit excess sediment. Culvert C72 outlet needs sediment clean <br /> out. <br /> Ditch D22 needs to be maintained to the design criteria of 1.8"deep. The current configuration is too shallow. <br /> Culvert C-64 adjacent to the Prep plant needs sediment cleaned out. <br /> Pond 6 continues to dry. No water is being pumped into Pond 6. Pond 6 has not yet been lined. <br /> Pond 7 is holding a pool of cloudy water. NECC has been approved for sediment drying location,but needs to <br /> submit additional bond prior to implementing the approved revision. NECC indicated that more sediment clean out <br /> from Pond 7 is planned. Pond 7 was not discharging. A pipe has been attached to the outfall pipe and is currently <br /> sealed. This arrangement was used when NECC ran all discharge from Pond 7 through a filter prior to discharge. <br /> Armoring of the east embankment has not yet been conducted. <br /> Bates portal culverts shown on Map13-Sheet 1 are not in agreement with the on the ground conditions. C55, C47, <br /> C58, and C47 were not located. Ditch D24A appears to be run in a culvert instead of a ditch as designed. NECC <br /> needs to bring this drainage into agreement with the design or provide a demonstration of the culvert sizing. Ditch <br /> D24BB appears to discharge into the clean water ditch and does not flow into Culvert C58 and eventually to Pond 7. <br /> NECC needs to assure that all disturbed area runoff is treated as designed. <br /> The Bates portal conveyor is shown incorrectly on Map 13. NECC needs to update the map. <br /> Ditch D24 has been filled in with the clean coal pile. This ditch needs to be re-shaped in accordance with the design. <br /> A waterline trench has been opened on the north side of the silos. This trench is pooling water and appears that <br /> drainage is not being directed eastward out of the facilities area. Completion on the waterline project is needed. <br /> Ditch D24D appears to have been filled with trenching material. Drainage system needs to be restored and <br /> maintained. <br /> Drop inlet#3 needs to be cleaned out. Ditch system at the Rock bin does not agree with Map 13. Temporary Truck <br /> load out is not shown on Map 13. Drainage from Ditch D25 sumps at the Temporary truck load out. Drainage <br /> system needs assure runoff makes it to designed ditches and Pond 7. <br /> Drainage at substation, Ditch D39A and D39AA need to be brought into agreement with design. <br /> Number of Partial Inspection this Fiscal Year: 2 <br /> Number of Complete Inspections this Fiscal Year: 1 <br /> Page 4 of 11 <br />
