September 18, 2012 C-1981-012/New Elk Mine JHB <br /> FISH and WILDLIFE—Rule 4.18: <br /> A black bear was observed on the water tank road on 9/18. A Road Runner,blue tailed lizard and four Mule deer <br /> bucks were encountered while locating the transferred groundwater monitoring wells. <br /> HYDROLOGIC BALANCE -Rule 4.05 <br /> Drainage Control 4.05.1, 4.05.2, 4.05.3; Siltation Structures 4.05.5, 4.05.6; Discharge Structures 4.05.7, 4.05.10; <br /> Diversions 4.05.4; Effluent Limits 4.05.2; Ground Water Monitoring 4.05.13; Surface Water Monitoring 4.05.13; <br /> Drainage—Acid and Toxic Materials 4.05.8, Impoundments 4.05.6, 4.05.9; Stream Buffer Zones 4.05.18: <br /> NECC has not removed sediment from containment areas 3, or 5. Both of these sediment containment areas <br /> continue to hold considerable sediment fans. Both containment areas were holding water at the time of the <br /> inspection. There was no evidence that either of the containment areas had discharged. Sediment cleanout is still <br /> necessary. <br /> NECC has removed the portable hopper and generators from the Development waste spur conveyor located east of <br /> the DWDA#2. Containment area 4 remains cutoff from access. Containment area 4 does not appear to require <br /> sediment clean out this season. <br /> SAE south of Pond 7 remains functional. Sediment trapped in the silt fence needs to be cleaned out and the silt <br /> fence reattached to support posts. <br /> SAE at Water storage tank area needs hay bales replaced(photo). <br /> SAE east of DWDA42 silt fence is functional but sediment needs to be cleaned out of silt fence and fabric re- <br /> anchored to posts. The SAE is immediately adjacent to clean water drainage D 11, and Culvert C26. <br /> Straw bales located under the conveyor on the north side of Highway 12 need clean out and replacement. <br /> Mine water was not being pumped into Pond 1 during the inspection. Pond 1 was discharging. The outfall spillway <br /> area for pond 1 has been backfilled and shaped. Discharge from pond 1 appeared clear. <br /> Pond 4 was dry. Re-set emergency spillway does not show any undercutting. Willows have re-sprouted in the Pond <br /> 4 emergency spillway. NECC needs to keep these willows cut down. <br /> The West Portal area was maintained and containment areas No. 1 and No. 2 were not holding water. The outlet of <br /> Culvert C23 needs clean out and Ditch D34aa needs sediment cleaned out. <br /> Water monitoring well AN-IA is located outside of the disturbance area boundary marker. <br /> Culvert C2 needs to be cleaned of sediment. <br /> Culvert C70 inlet needs sediment clean out. <br /> Pond 8 was holding a pool of cloudy water well below discharge elevation.
