Both of these new <br /> projects are associated with the Coal Basin mine; the mine permit <br /> area included some Federal lands (U.S. Forest Service) , and OSM <br /> was a co-obligee on the deficient reclamation bond. Unabated <br /> public safety and environmental problems reflect badly on OSM's <br /> Federal Lands - Cooperative Agreement program. As noted by <br /> Colorado, the two specific areas proposed for reclamation are <br /> being considered for purchase by the U.S. Forest Service, If the <br /> transaction is completed, recreational use of these areas can be <br /> expected to increase dramatically. <br /> Finally, we note that Colorado personnel (Steve Renner, Dave <br /> . Bucknam) have discussed these proposed projects with Ed Kay, <br /> Deputy Director, within the last year- <br /> Attached please find (1) Colorado's submission for these two new <br /> project proposals, and (2) a table summarizing the three Colorado <br /> projects being submitted by WRCC. <br /> If you have any questions, please call me at (303) 844-1446. <br />
