As you may recall, OSM is scheduled to <br /> make a decision regarding the award of funds within the next few <br /> weeks. As I understand it, the Regional Directors will have a <br /> phone conference with Ed Kay to discuss the various proposals, and <br /> to determine which proposals to fund. <br /> It may be beneficial for you to contact Ed Kay and Rick Seibel of <br /> OSM prior to the conference call to emphasize the importance of <br /> completing our two proposed projects. I am enclosing copies of our <br /> original proposal and of additional information recently requested <br /> by, and provided to, OSM. This additional information contains <br /> revised 'no frills' cost estimates for each project. <br /> Ed Kay may recall that he and I met at the Technical Training <br /> Steering Committee meeting in Washington D.C. last July. He and I <br /> discussed reclamation progress at Coal Basin, and during our <br /> conversation, he suggested that Colorado apply for the civil <br /> penalty funds. <br /> Jim Fulton and Ginger Kaldenbach of OSM Western Regional <br /> Coordinating Center, visited the mine in October, 1996. Dave <br /> Bucknam and I observed the two proposed project sites with Jim, and <br /> discussed our proposals to reclaim these areas. Jim understands <br /> the importance of completing these two projects, and was very <br /> supportive of our plans to apply for the civil penalty funds. <br /> I am available to confer with OSM or provide additional <br /> information, should the need arise. I have numerous photographs <br /> and slides of each project area, and I could also provide maps and <br /> construction concepts if any of these materials would be helpful. <br /> CC: David Bucknam <br />
