RE: OSM Civil Penalty Funds Request
Last week we discussed the Divisions pending request for civil
penalty funds from OSM. As you may recall, OSM is scheduled to
make a decision regarding the award of funds within the next few
weeks. As I understand it, the Regional Directors will have a
phone conference with Ed Kay to discuss the various proposals, and
to determine which proposals to fund.
It may be beneficial for you to contact Ed Kay and Rick Seibel of
OSM prior to the conference call to emphasize the importance of
completing our two proposed projects. I am enclosing copies of our
original proposal and of additional information recently requested
by, and provided to, OSM. This additional information contains
revised 'no frills' cost estimates for each project.
Ed Kay may recall that he and I met at the Technical Training
Steering Committee meeting in Washington D.C. last July. He and I
discussed reclamation progress at Coal Basin, and during our
conversation, he suggested that Colorado apply for the civil
penalty funds.
Jim Fulton and Ginger Kaldenbach of OSM Western Regional
Coordinating Center, visited the mine in October, 1996. Dave
Bucknam and I observed the two proposed project sites with Jim, and
discussed our proposals to reclaim these areas. Jim understands
the importance of completing these two projects, and was very
supportive of our plans to apply for the civil penalty funds.
I am available to confer with OSM or provide additional
information, should the need arise. I have numerous photographs
and slides of each project area, and I could also provide maps and
construction concepts if any of these materials would be helpful.
