Project Name: Coal Basin Reclamation <br /> Project Location: Sopris Ranger District; <br /> Township 10 South, Range 89 West, Portions of Sections 5, 8 , 9, 10, <br /> 11, 14, 15, 16, 17, 21, all in Pitkin County, Colorado <br /> Project Description: The project will be focused on accomplishing <br /> four tasks directly related to reclamation of a coal mine located <br /> in western Pitkin County, Colorado. Any one of the four tasks, or <br /> all four, may be chosen for construction. The State of Colorado is <br /> responsible for accomplishing reclamation of the site. This has <br /> primarily been done through the use of independent contractors. A <br /> potential shortfall of available funding dictates that alternative <br /> methods of accomplishing reclamation be pursued. The Road <br /> Reclamation and Outslope Preparation work areas described below are <br /> located within the White River National Forest System. The <br /> Demolition and Refuse Pile work areas are located on private land <br /> which is currently subject to a land exchange. When consummated, <br /> the exchange will return this parcel to the Forest System. If the <br /> exchange is not finalized, either Colorado will negotiate directly <br /> with the Army to complete the projects, or the proposal will be <br /> withdrawn. <br /> Task Description: <br /> Road Reclamation: This task will accomplish regrading of <br /> approximately 6.7 miles of haul roads by eliminating existing <br /> culverts, regrading the roads and constructing rolled dips and low <br /> water crossings. Approximately 2 cubic yards of dirt per linear <br /> foot of road will be moved from the downslope portion of the road <br /> to the cut slope to create an overall grade of 10% to the outslope. <br /> It is estimated that 40 acres will be reclaimed during this task. <br /> Work site elevation varies from 8,500 to 10,000 feet. <br /> Outslope Preparation: This task will prepare steep slopes adjacent <br /> to the Mine benches and upper portions of three haul roads for <br /> revegetation. Small depressions, benches or berms will be <br /> mechanically created on 70 acres of 1H:1V or steeper slopes. Work <br /> site elevations of 9,000 to 10,00 feet will be encountered. <br /> Demolition: Concrete building remnants, including walls, <br /> foundations, footers and associated pads and miscellaneous <br /> structures will be demolished through the use of machinery and/or <br /> explosives. The estimated 50,000 cubic yards of rubble will be <br /> pushed into a large pile having 3H:lV side slopes. Median push <br /> distance is estimated to be 350 feet. The job site is located at <br /> elevation 8, 300 feet. <br /> Refuse Pile: Up to 30,000 cubic yards of coal refuse will be <br /> removed from its current location to a disposal area approximately <br /> 1,600 feet away. At the new disposal site, refuse will be <br /> compacted in 4 foot lifts, with side slopes not to exceed 3H:1V. <br /> Topsoil substitute will be excavated from a nearby source and <br />
