STATE OF COLORADO
DIVISION OF MINERALS AND GEOLOGY
Department of Natural Resources P9
1313 Sherman St, Room 215
Denver,Colorado 80203
Phone:(303)866-3567
FAX (303)832-8106
April 15, 1997 DEPARTMENT OF
NATURAL
Mr. Richard Doak RESOURCES
Aspen Ranger District
Roy Romer
White River National Forest Governor
806 West Hallam
James S Lochhead
Aspen, Colorado Executive Director
81611 Michael B.Long
Division Director
RE: Partnership Project With Fort Carson At Coal Basin Mine
Dear Mr. Doak:
Attached is the Colorado Division of Minerals and Geology proposal
for four Partnership Projects at the Coal Basin Mine. The Division
is responsible for accomplishing reclamation of Coal Basin, much of
which is located on National Forest lands.
The proposed projects seem appropriate for a cooperative
Partnership Project for a number of reasons. A three way
cooperative partnership between the State, Army and Forest Service
would benefit the citizens of Colorado, the environment and the
Army. The Outslope Preparation and Road Reclamation projects are
located within the Forest System. The Demolition and Refuse Pile
projects are located on lands which are the subject of a land
exchange process involving the Forest Service and the land owner.
It is quite possible that this property will be administered by the
Forest Service by summer, 1998. The Division is committed to
accomplishing reclamation which compliments not only the permitted
post mining land use, but the Forest Service land use management
plan as well. Unfortunately, there is some potential for funding
to be inadequate to cover the total cost of reclamation. The
project location and the fact that the proposals are geared toward
environmental remediation would provide unique construction
opportunities for the Army.
We are available to provide more information when needed, and are
available to meet with either the Forest Service or the Army to
discuss this proposal further.
Please contact either Steve Renner or myself if you have questions
or comments.
Sincerely
David Bucknam
Administrator
