No chemicals are to be added to the discharge unless permission for the use of a specific chemical is <br /> granted by the Division. In granting the use of such chemicals, additional limitations and monitoring <br /> requirements may be imposed or an individual permit may be required. <br /> d. Bulk storage structures for petroleum products and other chemicals shall have adequate protection so as to <br /> contain all spills and prevent the material from entering discharged waters or waters of the State. <br /> Additional requirements are set forth in Section 311 of the Federal Clean Water Act. <br />
